About this opportunity
The Department of the Air Force, through the 772d Enterprise Sourcing Squadron, issued a notice of intent to award a sole-source firm-fixed-price contract to The Economist Newspaper, N.A. Incorporated for digital content subscription services, with award scheduled for 15 September 2026 and a response deadline of 20 August 2026.
The contracting officer invokes 10 U.S.C. 3204(a)(1) (only one responsible source exists) as the authority for sole-source competition. The Economist holds exclusive intellectual property, copyright, and distribution rights to its content; market research and a sources-sought notice (issued 7–21 July 2026) yielded three vendor responses, but only The Economist demonstrated the legal authority, proprietary rights, and technical capability to satisfy all requirements.
The requirement supports Department of Defense Morale, Welfare, and Recreation Libraries in providing content to military personnel at contingency operations, remote sites, and military missions under DoDI 1015.10. The government requires 24/7 unlimited simultaneous-user access to the digital edition, including searchable web-based access, mobile application, audio editions, podcasts, digital newsletters, and exclusive online content such as The Economist Briefings, Special Reports, and weekly Leaders articles.
The period of performance runs 30 September 2026 through 29 September 2030, consisting of a 12-month base period plus three optional 12-month renewal periods. The government will conduct market research prior to each subsequent acquisition option to reassess competition feasibility. PSC 7630; NAICS 513120; small business size standard 1,000 employees.
