About this opportunity
The U.S. Army Corps of Engineers, Portland District is seeking falconry abatement services for The Dalles Lock and Dam located in Washington and Oregon. The primary objective is to reduce predation on juvenile salmon and protect dam facilities by using trained raptors to haze nuisance bird populations, specifically double-crested cormorants, California gulls, and ring-billed gulls. Potential contractors must be registered in the System for Award Management (SAM) and submit quotes by 2:00 PM PST on March 31, 2025, to John Scukanec via email. The evaluation will consider pricing and past performance, with offerors allowed to submit up to five project examples for review. Key submission requirements include the solicitation number, submittal date, amendment acknowledgement, pricing for all Contract Line Items (CLINs), and completed representations and certifications.
The contract is designated as a total small business set-aside under NAICS Code 561710 with a size standard of $17.5 million. The performance period covers a base year from April 15 to July 31, 2025, with two potential one-year option periods available through 2027. The work will require a licensed Master Falconer to provide 60 working days of services, primarily focused in May 2025, using captive-bred raptors with proper federal documentation. The place of performance is Dallesport, Washington, with the U.S. Army Corps of Engineers providing a camping location and visitor passes. Contractors will be required to use trained raptors, potentially supplemented by remote-controlled boats and trained dogs, to deter bird populations while complying with federal, state, and local wildlife regulations, including the Endangered Species Act.
