About this opportunity

The Department of Veterans Affairs Strategic Acquisition Center Frederick is seeking a contractor to provide independent assessments mandated by Section 194 of the Cleland-Dole Act, focusing on comprehensive evaluations of VA health care delivery systems and management processes. The contractor will be responsible for coordinating and conducting a minimum of 14 distinct assessments covering areas such as veteran demographics, healthcare demand forecasting, staffing levels, information technology strategies, business processes, organizational leadership competency, and medical research capabilities. The VA requires a private sector entity with proven experience in healthcare system optimization and organizational transformation that is not currently providing patient care services to the VA. Interested organizations must submit a capabilities statement limited to five pages that addresses their experience in healthcare delivery systems and confirms they have no current patient care contracts with VA. This procurement does not utilize any set-aside designations and is open to full and open competition under NAICS code 541690 for Other Scientific and Technical Consulting Services. The contract includes a three-month performance period from award, during which the contractor will develop an integrated assessment plan, provide monthly status reports, manage communications across all participating entities, conduct individual assessments, and produce a final integrated report for submission to the VA Secretary and Congressional Veterans Affairs Committees. The work will be performed primarily remotely with potential intermittent travel requirements, and the contractor will serve as the program integrator coordinating outcomes from all participating assessment entities as specified in the legislation. No incumbent contractor or previous award values are mentioned in the available documentation, and no specific budget range has been disclosed for this requirement.
