About this opportunity

The U.S. Department of Agriculture Agricultural Research Service is seeking to procure a Texture Analyzer 650H with Exponent software for their Southeast Fruit & Tree Nut Research Laboratory in Byron, Georgia. The texture analyzer must meet specific technical requirements including a maximum force capacity of 100 kg, distance resolution of 0.0005 mm, speed range of 0.01-20mm/s, and data acquisition rate of 2000 pps to support research protocols for evaluating textural properties of materials such as food products, pharmaceuticals, and polymers. This combined synopsis/solicitation follows FAR Part 12.6 and Part 13 simplified acquisition procedures for commercial items, with evaluation conducted using a Lowest Price Technically Acceptable (LPTA) methodology that considers technical capability on a pass/fail basis and price. The original quote submission deadline was September 1, 2025 at 0800 am CT, but Amendment 1 extended this to September 8, 2025 at 9:00 am, with quotes to be submitted electronically to amber.sampson@usda.gov. Questions regarding the solicitation were due by August 29, 2025.

Initially structured as a total small business set-aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees, Amendment 1 opened the solicitation unrestricted, removing the small business limitation. The procurement seeks one texture analyzer unit for delivery FOB Destination to the Southeast Fruit & Tree Nut Research Laboratory at 21 Dunbar Road, Byron, GA 31008. No incumbent contractors or current service providers are identified in the solicitation documents, and no specific award values or budget ranges are disclosed. The government intends to award a firm fixed price purchase order for this equipment acquisition. Offerors must maintain active SAM.gov registration and complete all required representations and certifications, including FAR Provision 52.212-3, as part of their submission requirements.
