About this opportunity
The General Services Administration seeks fixed-price proposals to supply approximately 178,800,000 kilowatt hours of electric power annually to federal accounts located in Texas. Suppliers must provide all electricity components for the single pricing group including energy, transmission, ancillary services and renewable energy certificates equal to 20% of usage from Texas wind or solar resources. Proposals will be evaluated based on price and technical acceptability, with award made to the lowest priced technically acceptable offeror for a 48- or 60-month contract term. Technical responses are due April 23, 2020 and pricing will be submitted via online reverse auction on May 5, 2020.
There is no set-aside designation. The NAICS code is 221122 and PSC code is S206. Accounts are located behind three transmission and distribution utilities in Texas performing predominantly in the ERCOT region. The estimated annual electricity requirement across all accounts totals 178,800,000 kWh. Suppliers must deliver the renewable energy certificates proportionally throughout the contract term.
Notice text
The General Services Administration is requesting proposals from electric generation suppliers to provide electric power supply to Federal accounts located in the State of Texas. The Government’s electric requirements are included in a single pricing group. The successful offeror will supply all electricity components for the accounts included in the pricing group. Deliveries will begin with the June 2020 utility meter read date for all accounts (see Exhibit 1). The contract term will be either forty-eight (48) or sixty (60) months. The approximate total annual electric requirement is 178,800,000 kWhs. Accounts are located behind AEP, Oncor and CenterPoint with most of the accounts and the majority of the usage behind Oncor. The prices offered will apply to all accounts in each pricing group and those prices will remain fixed for the contract term. The resulting contract will require Texas-based Renewable Energy Certificates (RECs) from wind or solar to be delivered in an amount equal to 20% of the actual account usage throughout the term of resulting contracts. Multiple awards will not be considered. The pricing group will request a firm fixed price that is available on a full and open competition basis. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the lowest priced, technically acceptable offer regardless of contract term. Supplier technical responses to the solicitation are due no later than 3:00 p.m. on April 22, 2020 via email to the Contracting Officer (see solicitation instructions). Pricing will be submitted in accordance with the solicitation on May 5, 2020 via an online reverse auction process outlined in the solicitation. Contact Mr. Brian Dwyer on (817) 978-7336 (brian.dwyer@gsa.gov) if you have any questions (email preferred). Suppliers interested in obtaining authorization to pull account data from the local utility should contact Mr. Dwyer.
