About this opportunity
The Texas Army National Guard intends to procure a Structural Collapse Simulator (SCS) system designed to simulate building conditions resulting from natural disasters or domestic terrorism events for the Reset Structural Collapse program. The Department of the Army Texas Army National Guard is the federal agency issuing this pre-solicitation notice, which was posted on March 26, 2026, with a response deadline of April 10, 2026. While the notice indicates a potential sole source award, the Government has explicitly stated that any interested party believing itself capable of meeting the requirement may submit clear and convincing evidence of capability to perform the work. The Government reserves the right to determine whether to conduct a competitive procurement based on responses received or the lack thereof. Interested contractors should reference Attachment 1 for detailed technical and performance requirements.
The contract was initially designated as a Total Small Business Set Aside; however, Update 0001 has changed the set-aside code to N/A, indicating the procurement may no longer be restricted to small businesses. The pre-solicitation notice does not identify any incumbent contractors, potential award values, budget ranges, or specific quantities of equipment required. The NAICS classification falls under Professional and Management Development Training (611430), while the PSC category is Education and Training—Training/Curriculum Development (U008). No timeline for service delivery, contract duration, or performance metrics has been disclosed in this pre-solicitation announcement. Interested parties should monitor the Federal Procurement Data System and SAM.gov for the formal solicitation release.
Notice text
The Texas Army National Guard (TXARNG) intends to award a firm-fixed price sole source award to a contractor that can provide a Structural Collapse Simulator (SCS) to simulate the state of buildings due to a natural disaster or a domestic terrorism event for Reset Structural Collapse. However, any interested party that believes itself to be capable of meeting the requirement and is authorized to perform this task as mentioned shall identify themselves and must provide clear and convincing evidence of their capability to fulfill the requirement. A determination by the Government not to compete this requirement based on responses or lack thereof to this notice is solely within the discretion of the Government. Any information received will be considered solely for the purpose of determining whether to conduct competitive procurement. See Attachment 1 for more details. Update 0001 changes set aside code from Total Small Business Set Aside to N/A.
