About this opportunity

NASA's Marshall Space Flight Center (MSFC) issued this Limited/Sole Source Justification Notice for specialized testing and analysis of propulsion system materials and space system materials to support critical NASA programs including the Space Launch System (SLS), International Space Station (ISS), and Artemis campaign activities. The contract was awarded to Kratos SRE, Inc. (KSRE) on July 2, 2025, under contract number 80MSFC25D0003 for an undisclosed amount, though the justification document references a five-year Cost-Plus-Fixed-Fee Indefinite Delivery, Indefinite Quantity (IDIQ) structure. The sole source justification is based on KSRE's unique capabilities acquired through their 2022 acquisition of Southern Research Institute, including specialized expertise in materials characterization and testing at extreme temperatures ranging from -450°F to 6000°F in oxidizing and cryogenic environments. Market research, including a Sources Sought notice, confirmed KSRE as the only vendor capable of meeting these highly specialized testing requirements, with an estimated $25 million cost to replicate their testing infrastructure elsewhere. The contractor will provide comprehensive services including characterization test plan definition, material property determination, data evaluation, nondestructive evaluation, environmental conditioning, failure mode determination, microstructure evaluation, and process development to support NASA's thermostructural analytical models and Moon to Mars program initiatives.

Notice text

This requirement is for the necessary management, personnel, equipment and materials, not otherwise furnished by the Government to provide testing and analysis for materials of interest to Marshall Space Flight Center (MSFC) in support of NASA-led activities (including support for NASA activities and other reimbursable work for which MSFC has responsibility including in support of Department of Defense (DOD), other Government, commercial, or educational activities). The MSFC Materials and Processes Laboratory (M&P) will use the data to investigate material constituent variation, process variable and environmental effects on the thermal, physical, and mechanical properties and performance of these materials. The Contractor will provide characterization test plan definition, material property determination, data evaluation and engineering analyses, nondestructive evaluation, environmental conditioning, failure mode determination, microstructure evaluation, and process development and assessment. The primary use for much of the data to be generated under this effort will be materials properties data input for thermostructural analytical models.

Awarded contract 80MSFC25D0003 to unknown vendor for unknown amount on 2025-07-02.
