About this opportunity
The Department of the Air Force Materiel Command Test Center (AFTC/PZIA) located at Arnold AFB, Tennessee, has issued a Special Notice regarding the procurement of two Test Sequence and Timing Systems. The agency intends to solicit and negotiate directly with Hadland Imaging, LLC, utilizing the authority of 10 USC 3204(a)(1) for non-competitive procurement. Through preliminary market research, the Contracting Officer has determined that Hadland Imaging is the only source reasonably available to meet the government's specific requirements. The procurement falls under the NAICS category 334519 for Other Measuring and Controlling Device Manufacturing. The notice represents a unique acquisition approach that allows for direct sourcing when traditional competitive procedures are not feasible.
The primary objective of this Special Notice is to potentially validate the sole-source determination for procuring specialized test and timing systems from Hadland Imaging, LLC. The government will accept electronic responses until 1:00 PM CST on April 8, 2025, though this is not a competitive quote request. Contractors are invited to provide information that might challenge the government's determination of Hadland Imaging as the sole viable source. If no favorable responses are received by the specified date, the government plans to proceed with direct contract negotiations with Hadland Imaging. Potential respondents should direct any questions or comments to the contract specialists Ms. Bailey Deason and Ms. Brooke Vandeman. The final decision to proceed without competition remains at the government's discretion, with any received information used solely to evaluate potential competitive procurement alternatives.
