About this opportunity

The Department of Homeland Security Office of Procurement Operations has awarded a sole-source modification to ManTech SRS Technologies, Inc. for continued Systems Engineering and Technical Assistance (SETA) support to the Science and Technology Directorate's Office of Test and Evaluation Test and Evaluation Division, effective June 17, 2026.

The modification extends the existing task order 70RSAT22FR0000162 under ID/IQ contract 70RSAT19D00000002 for 5.5 months from June 19, 2026 through November 30, 2026. The justification cites FAR 6.303-1 (Class Deviation 25-11) and the only-one-responsible-source authority, grounded in ManTech's unique specialized knowledge of DHS test and evaluation requirements and the infeasibility of assembling a competing team within the compressed recompete timeline. Government shutdowns between October 2025 and April 2026 significantly delayed market research and acquisition planning. The extension prevents service gaps while the agency completes acquisition planning and solicitation for a competitive recompete of the underlying requirement.

Services include expert-level program management, policy development, workforce training, and research and development support. Deliverables during the extension period include hosting the 7th annual T&E Symposium, conducting specialized courses (Cyber Tabletop, Evaluation Framework, Advanced Test and Evaluation), supporting operational assessments for the HART program, and developing test and evaluation procedures. The contract employs a hybrid pricing model combining Firm Fixed Price, Cost-Reimbursement for travel, and Time and Material. Funding comes from FY25 Operations and Support funds. Place of performance is Herndon, VA.

Notice text

This requirement is a modification to an existing Department of Homeland Security Science and Technology Directorate (DHS S&T) task order for Office of Test and Evaluation (OTE) Test and Evaluation Division (TED) Systems Engineering and Technical Assistance (SETA) support. The task-order supports S&T’s OTE TED with expert–level program management support, OTE Director program support, T&E mission area program support, T&E policy and workforce development support, and Research and Development (R&D) support that add value to TED’s mission. The program is currently planning a recompete of its support needs and extension of the current support will prevent a gap in service while the requirement is finalized and acquisition planning, solicitation, and award of the recompete is completed.

This modification procures additional work within scope and extends the period of performance on 70RSAT22FR0000162 without considering other awardees pursuant to RFO FAR 6.103-1 (FAR Class Deviation 25-11).

Awarded contract 70RSAT19D00000002 to unknown vendor for unknown amount on 2026-06-17.
