About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition under 41 U.S.C. 3304(a)(1).
The Department of Homeland Security (DHS) Office of Procurement Operations proposes to modify an existing task order 70RSAT22FR0000162 for Systems Engineering and Technical Assistance (SETA) III Support Services on an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract 70RSAT19D00000002 with ManTech SRS Technologies, Inc. (2251 Corporate Park Drive, Herndon, VA 20171-4839). The modification extends the task order for 5.5 months from June 19, 2026 to November 30, 2026 on a non-competitive basis. The contract type is a hybrid of Firm Fixed Price (FFP), Cost-Reimbursement (for Travel), and Time and Material (T&M). Funding is FY25 A5 Operations and Support (O&S) funds allocated for Acquisitions and Operation Analysis (AOA).
The services support DHS Science and Technology Directorate's Office of Test and Evaluation (OTE) Test and Evaluation Division (TED) with expert-level program management, policy development, workforce training, and Research and Development support. Deliverables during the extension period include hosting the 7th annual T&E Symposium, conducting specialized courses (Cyber Tabletop, Evaluation Framework, Advanced Test and Evaluation), supporting operational assessments for the HART program, evaluating CyberSentry and Next Generation Network (NGN) systems, coordinating T&E Working-level Integrated Product Team meetings, and developing Test and Evaluation procedures. The J&A justifies the single-source award under the "Only One Responsible Source" authority, citing ManTech's unique specialized knowledge of DHS T&E requirements, the infeasibility of assembling a competing team within the compressed timeframe, and unacceptable mission risks from transitioning to a new contractor. Government shutdowns between October 2025 and April 2026 significantly delayed market research and acquisition planning for the competitive recompete.

JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
41 U.S.C. 3304(a)(1)
FY26-0141
Pursuant to the requirements of the Competition in Contracting Act (CICA) as implemented by the Federal Acquisition Regulation (FAR) 6.103 (FAR Class Deviation 25-111) and in accordance with the requirements of RFO 6.104, the justification for the use of the statutory authority under RFO 6.103 is justified by the following facts and rationale required under RFO 6.104-1 as follows:
1. Agency and Contracting Activity
The Department of Homeland Security (DHS) Office of Procurement Operations (OPO) Science and Technology Acquisition Division (S&TAD) proposes to enter into a task order modification on the basis of other than full and open competition.
2. Nature and/or Description of the Action being Approved
(a) Nature of action.
DHS intends to issue a modification to an existing task order 70RSAT22FR0000162 for Systems Engineering and Technical Assistance (SETA) III Support Services Indefinite Delivery/Indefinite Quantity (ID/IQ) contract 70RSAT19D00000002 with ManTech SRS Technologies, Inc. for a five-month extension on a non-competitive basis. ManTech has the capability and the required resources to continue to perform these in-scope services as identified below.
The DHS Science and Technology Directorate (S&T) Office of Test and Evaluation (OTE) Test and Evaluation Division (TED) requires an extension of this support in order to ensure continuity services and critical delivery of critical activities and to mitigate risks to the mission . Given the complexity, sensitivity, and urgency of TED’s ongoing and anticipated specialized Test and Evaluation (T&E) activities, an extension is essential to maintaining continuity, adapting to changing mission requirements, and ensuring robust stakeholder participation. Full and open competition at this time would introduce unacceptable risks to mission delivery, financial compliance, and U.S. strategic interests.
The requested extension is the only viable approach to ensure uninterrupted, expert support for TED’s critical T&E programs.
(b) Name and address of the contractor.
1 In this document, citations to RFO Parts 6, 10, 15, 25 are citations specifically to FAR Class Deviation 25-11 for FAR Part 6, FAR Class Deviation 25-06 for FAR Part 10, FAR Class Deviation 26-08 R1 for FAR Part 15, and FAR Class Deviation 25-09 R1 for FAR Part 25, which were issued as part of the Revolutionary FAR Overhaul (RFO), implemented in response to Executive Order 14275, Restoring Common Sense to Federal Procurement, signed April 15, 2025.
ManTech SRS Technologies, Inc.
2251 Corporate Park Drive Herndon, VA 20171-4839
(c) Contract type(s).
Hybrid of Firm Fixed Price (FFP), Cost-Reimbursement (for Travel), and Time and Material (T&M).
(d) Summary of the extension period of performance.
Extension Period (Duration) Dates
Extension (5.5 Months) 06/19/2026 to 11/30/2026
(e) Type of Funding.
The type of funding is Operations and Support (O&S) as part of Acquisitions and Operation Analysis (AOA).
(f) Year of funding.
2-year FY25 A5 funds.
(g) Solicitation number.
Not applicable. This action will be a modification to an existing task order.
(h) Background information about the requirement.
This modification to the existing task order includes labor, travel, and supplies necessary to support TED’s mission as the principal advisor on Test and Evaluation (T&E) to the Office of the Secretary and the Component heads and is the primary liaison with outside parties regarding T&E matters. This current task order 70RSAT22FR0000162, a hybrid of Firm Fixed Price (FFP), Cost-Reimbursement (for Travel), and Time and Material (T&M) contract types, was competitively awarded to ManTech SRS Technologies, Inc. against its DHS’s Systems Engineering and Technical Assistance (SETA) III Indefinite Delivery/Indefinite Quantity (ID/IQ) contract 70RSAT19D00000002. The period of performance of this task order began on September 30, 2022, and will expire on June 18, 2026, unless extended. The market research report for the competitive recompete of 70RSAT22FR0000162 is under development. Due to lapses in DHS appropriations in FY26, preparations for an open solicitation have been significantly delayed.
3. Description of Supplies/Services
The task-order supports S&T’s OTE TED with expert–level program management support, OTE Director program support, T&E mission area program support, T&E policy and workforce development support, and Research and Development (R&D) support that add value to TED’s mission. The contractor, ManTech, helps facilitate communication, documentation, and financial and technical knowledge management for the OTE Director and OTE federal personnel for better and faster decision making. They provide senior-level T&E analyses in support of complex mission areas. ManTech offers time-tested and cutting-edge recommendations and training, including formal courses with respect to T&E policy and T&E workforce development. ManTech maintains a deep bench of skilled Information Technology (IT) specialists in reliability, cyber resilience, web cloud, evaluation, and interoperability among other areas. ManTech contributes niche technical expertise and analyses related to R&D and a variety of performance measures.
Without this extension, unacceptable risk to ongoing work at TED would be introduced and would result in a significant loss of continuity services. This five-and-a-half-month extension allows the critical services to continue during the development of the market research report. The Federal Government shutdowns in FY26 have drastically impacted the Government’s ability to conduct market research for the recompete.
4. Identification of Statutory Authority Permitting Other Than Full and Open Competition
The statutory authority permitting other than full and open competition is 41 U.S.C.
3304(a)(1) implemented by the FAR Subpart 6.103-1 (FAR Class Deviation 25-11) entitled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”.
5. Demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited
(a) Rationale for using the authority cited in Section 4 of the J&A;
The TED SETA III task order requires an extension of five months from July 1, 2026 to September 30, 2026 for task order 70RSAT22FR0000162. ManTech is the current Contractor for the requirement, and they possess unique and specialized knowledge of DHS’s T&E requirements, activities, and stakeholders. ManTech is able to navigate differing technical, policy, and acquisition nuances. It is not feasible to assemble a new contractor team that would be required to have the level of knowledge and expertise within the period of this proposed extension. Any efforts to conduct a competitive procurement and then potentially transition to a new vendor prior to the end of the current period of performance would introduce unacceptable risk to ongoing T&E activities and implementation, potential delays, misalignment with stakeholder and partner expectations, and significant loss of continuity in acquisition execution. Anything other than an extension of the existing task order would seriously and materially compromise the work of TED and the mission of DHS.
Based on the limited contemporary market research in 2026, ManTech is the only responsible source, and no other supplies or services will satisfy agency requirements because of the timing as a result of recent appropriations interruptions and the contractor’s institution knowledge and niche services regarding highly specialized Program Management Support, Director of Office of Test and Evaluation (OTE) Program Support, T&E Mission Area Program Support, T&E Policy and T&E Workforce Development Support, Subject Matter Experts (SMEs), and R&D Support.
(b) Details covering what events lead to the situation requiring use of other than full and open competition procedures including whether any portion of the work can be segregated to allow for competition.
The Government shutdowns between October 1, 2025, and April 30, 2026, were significant delays that impacted the acquisition strategy and milestone schedule for the next iteration and updated description of this requirement. S&T’s partners continued to pursue their roles under pre-existing arrangements necessitating rapid efforts when S&T personnel and support contractors were recalled from furlough. No portion of the work can be segregated to allow for competition. All of the services are required for successful accomplishment of the mission. The contractor will support the T&E team to meet obligations and deliverable milestones outlined in this task order, such as, but not limited to:
• Office of Test and Evaluation 7th annual T&E Symposium (Summer 2026)
• Support interface with US Citizenship and Immigration Services (USCIS) personnel to ensure all logistical host duties are met to support the Symposium and associated poster sessions.
• Support Agenda development and coordination of speaker and panelist and subject areas in support of the overall theme of the symposium, as well as allowing sufficient time for personal interactions and attendance to poster sessions.
• Support coordination with external agencies in both DHS, Department of Transportation, and Department of Defense for the invitation of senior level personnel, to include their security clearance and building access.
• Support Classes (June July, August and September 2026)
• Courses to be taught: Cyber Tabletop, Evaluation Framework, Advanced Test and Evaluation, and the Test, Experimentation and Analysis workshop.
• Support coordination with Homeland Security Acquisition Institute (HSAI) for the logistics of the class (registration, participant size, loading briefing materials, administration of quizzes, and final grades).
• In coordination with other Subject Matter Experts (SME’s) in both the Government and industry, support development of briefing materials for these classes as well as defined learning objectives and topics for discussion in each class.
• Support coordination for the transition of classes from HSIA lead to FAI instructions (Summer 2026)
• Support coordination with HSAI personnel to determine what topics will not be covered in the new certification pathways, and determine how these topics will be addressed in T&E specific classes
• Review the current curriculum to assist in the determination of prerequisite material and learning objectives for knowledge required for T&E professionals
• Support the planning and execution of the T&E Working-level Integrated
Product Team (WIPT) meeting (June, August, September, and November 2026)
• Support development of topics relating to existing T&E issues to present that are relevant to the DHS component T&E Professionals
• Support coordination with the Office of the Chief Procurement Officer
(OCPO) to ensure that the topics are relevant and of interest to the DHS enterprise T&E personnel as well as in alignment with emerging guidance for the updated acquisition efforts.
• After completion of the meeting provide minutes, to include releasable briefing material and action items, to the WIPT members.
• Support HART Operational Assessments (Summer and Fall 2026)
• Support coordination with PM personnel to ensure that the test objectives will support an Operational Effectiveness / Suitability / Resilient decision that will be delivered to the Component Acquisition Executive (CAE) in support of programmatic milestone decisions
• Maintain relationships with HART program personnel to inform testing, relating to the Operational Mission Scenarios and Mission Profiles (OMSMP) to ensure operationally relevant testing.
• Support Operational testing to ensure that testing is done in accordance with established standards in both the TEMP, test plans, and existing standards.
• Support the Operation evaluation of CyberSentry (Summer and Fall 2026)
• Provide subject matter expertise for cyber sentry red team selection for support of cybersecurity resilience activities.
• Coordinate with CyberSentry Program management to review and update statement of work for the contracting of an Independent Test Agent (ITA)
• Evaluate of CyberSentry scenarios for completeness and accuracy for mapping to operational measures of effectiveness, suitability, and resilience.
• Support the Evaluation of Next Generation Network (NGN) (Summer and Fall
2026)
• Review Developmental Test Data for relevance and incorporation into the overall independent evaluation of the NGN system, as well as the development and implementation of an evaluation framework, ensuring that all requirements are adequately tested.
• Provide content inputs for NGN Test and Evaluation Master Plan (TEMP) that will provide for testing to be executed in accordance with programmatic budget and schedule constraints while meeting the operational measures of effectiveness, suitability, and resilience.
• Support relationships with UK Ministry of Defense (MoD) (June 2026)
• Provide logistical support for the Director, Office of Test and Evaluation address at the Internation Test and Evaluation Association (ITEA)
• Support coordination with the US embassy in the United Kingdom for meetings and discussions with UK MoD personnel before and after the conference to foster relationships and advance the state of the art of T&E.
• Support the development of the TEA Procedure of Science and Technology
(PoST) (June and July 2026)
• Meet with Government leads for both the office of Test and Evaluation, and
Mission Center Leads as well as other relevant SME’s to determine the high level guidance on how TEA will be implemented to future Research and Development (R&D) programs within S&T
• Provide subject matter expertise to federal staff on initial position of the Office of Test and Evaluation, and coordinate a review and comment period by both mission center personnel as well as other relevant S&T offices
• Support the adjudication of comments received
(c) Summarize alternatives considered and why they will not work.
A comprehensive review considered several other alternatives such as the use of Federal employees and other contractors (For and Not-For Profit); however, these alternatives were not capable of providing DHS with the necessary specialized services to meet TED’s specialized needs during the required period of performance.
(d) Impact to the mission that would result if the J&A is not approved and, consequently, the product or service not provided.
The mission would be impacted negatively in many ways if this justification were not to be approved, namely in that:
• A lapse in analytic support would jeopardize S&T’s TED mission objectives;
• Working relationships and operational credibility would need to be established anew with completely different individuals with their own respective experiences, backgrounds, and communication styles;
• Transitioning performance to another source at this time would impose a steep learning curve and require substantial time for knowledge transfer, relationship development, and process familiarization, introducing unacceptable risk to ongoing T&E activities, acquisition schedules, and continuity of operations; and
• The accuracy, speed ,and compliance of daily, weekly, and monthly sophisticated communications encompassing internal and external stakeholders as well as time sensitive deliverables would suffer greatly during an abrupt and abbreviated transition and onboarding period.
6. Description of Efforts Made to Ensure that Offers are Solicited from as Many Potential
Sources as is Practicable
A synopsis was posted on SAM.gov on June 8, 2026. All responses will be addressed accordingly.
7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable
The Contracting Officer determines that the anticipated price will be fair and reasonable based on task order history past performance, and similar existing contracts as held throughout DHS S&T.
8. Description of Market Research
(a) S&T continues to analyze the market research that it initiated in Fall 2025 for the recompete of SETA support services. No company, other than ManTech, has the ability to seamlessly support the ongoing programs and projects of TED in June 2026 without a significant gap for transition, onboarding, and overcoming the very steep learning curve.
During the proposed extension period, the Government will continue to develop the initial stages of comprehensive market research. Now that the shutdown is over, a Request for Information (RFI) will be posted on the System for Award Management (SAM). The responses, which included capabilities statements, will be reviewed and a detailed analysis of RFI results will aid in the development of an acquisition strategy. 2026.
(b) No patents, copyrights, and/or intellectual property are applicable to this extension.
