About this opportunity

The Federal Aviation Administration is conducting a market survey to identify vendors capable of providing Second Level Engineering, Sustainment, Development, and Implementation services for the Terminal Flight Data Manager (TFDM) system, with responses due October 16, 2026 by 5:00 p.m. ET. This is a Request for Information only and does not constitute a commitment to issue a solicitation; responding does not qualify or disqualify vendors from subsequent competitive processes.

The FAA is seeking follow-on contract support after the current development and deployment phase with incumbent Leidos, Inc. As of August 1, 2026, 19 TFDM site systems are operational with planned deployment to 89 sites by end of calendar year 2028, plus one future site in Anchorage, Alaska. The anticipated follow-on contract spans a 5-year base period with concurrent one-year option CLINs and an additional 5-year option period (up to 10 years total), with award expected in Government Fiscal Year 2027.

Required services include 24/7 second-level engineering technical support, software maintenance (150–200 Problem Reports annually; approximately 10,000 source lines of code annually), sustainment engineering, system adaptation management, specialty engineering support covering security, safety, performance, and reliability/maintainability/availability, quality assurance, configuration management, contractor depot logistics support, tech refresh implementation, site implementation and deployment, and cloud migration design and implementation.

Respondents must demonstrate comprehensive knowledge of TFDM software architecture, proficiency with development environment tools (Atlassian, IBM, JIDE, Sonatype, OC Systems, Microsoft Visual Studio), experience managing transitions of operational systems developed by other contractors, familiarity with multiple programming languages used in TFDM, and capability to maintain system availability requirements of 0.99998 for efficiency-critical services and 0.9998 for essential services.

Responses limited to 40 pages in Microsoft Office format must be submitted electronically to Evon.M.Pollack@faa.gov and Christopher.D.Swol@faa.gov. Responses must include company information, business size and socioeconomic classification, detailed approach to mitigating identified technical challenges, relevant past performance on similar system transitions, and any additional relevant information.

The FAA is not seeking or accepting unsolicited proposals.  The FAA will not pay for information submitted or costs incurred in preparing a response. All costs are the sole responsibility of the interested vendor.
