About this opportunity

The United States Coast Guard Surface Forces Logistics Center has issued an emergent requirement solicitation for data processing terminals under two separate line items: 11 units of Cutler Hammer Westinghouse terminals (NSN: 7025-01-613-2345, PN: QS45N12S10CU-50C) and 15 units of Network Technologies Inc. RACKMUX KVM drawer systems (NSN: 7025-01-613-2345, PN: RACKMUX-VS17-T-8USB). The procurement requires strict compliance with ASTM-D-3951 packaging standards, with standard commercial packaging explicitly unacceptable, and all items must be individually packaged and marked according to Coast Guard specifications. This combined synopsis/solicitation operates under simplified acquisition procedures with no written solicitation to follow, and the Coast Guard anticipates awarding non-competitive sole source purchase orders believing only Network Technologies Inc. and authorized distributors can provide these specialized units. The evaluation will use lowest price technically acceptable criteria with awards made on an all-or-none basis to responsible offerors. The quotation deadline is July 21, 2025, at 10:00 AM Eastern Standard Time, with potential suppliers having only two calendar days from the notice posting date to demonstrate their capabilities and provide OEM authorization letters.

This procurement carries no set-aside designation and operates under NAICS code 333998 with a size standard of 700 employees. Network Technologies Inc. appears to be the incumbent or preferred supplier, as the government specifically identifies them as the anticipated sole source for both line items, requiring authorized distributors to provide OEM verification letters confirming their ability to supply genuine parts. While no specific contract values are disclosed, the quantities are relatively modest at 11 and 15 units respectively for the two line items. All items must be delivered to the USCG Surface Forces Logistics Center Receiving Room in Building 88 at 2401 Hawkins Point Road, Baltimore, MD 21226. Offerors must maintain valid DUNS numbers, be registered in the System for Award Management (SAM), and provide their Tax Information Number with quotes, with the Coast Guard intending to award firm fixed price contracts for these commercial items.
