About this opportunity
The Naval Sea Systems Command, on behalf of Naval Surface Warfare Center (NSWC) Crane, is soliciting maintenance and support services for Teradyne Spectrum 9100 Test Stations. The procurement includes spare equipment, subassemblies, cables, consumable parts, maintenance and repair services, instrument calibration, training, engineering support, configuration management, and program management support. This is a sole-source acquisition under FAR 13.106-1, justified by Teradyne's unique technical expertise and proprietary knowledge of the equipment, with the agency determining that no other authorized vendors or distributors can provide equivalent support. All responsible sources may submit capability statements for consideration; however, the government retains sole discretion to determine whether to conduct a competitive procurement. Solicitation N00164-26-Q-0107 was posted on April 14, 2026, with offers due by April 20, 2026 at 2:00 PM Eastern Time. Prospective offerors must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) to access controlled attachments.
This solicitation is not set aside for any small business category, despite the government file referencing women-owned small business provisions. The anticipated incumbent and likely awardee is Teradyne, Inc., located in North Reading, Massachusetts (CAGE 23350). The contract is structured as an indefinite-delivery, indefinite-quantity (IDIQ) arrangement with a five-year performance period, with an estimated total procurement value between $3,090 and $4,800,000. The acquisition includes eight contract line items covering two annual High Availability Support Agreements for specific tester serial numbers, five parts repair services using standard replacement part numbers, and one data requirement component with 16 Contract Data Requirement Lists. All work will be performed at NSWC Crane in Crane, Indiana, with firm fixed-price terms and payment processed through Wide Area Workflow (WAWF).
