About this opportunity
The Portsmouth Naval Shipyard, under the Department of the Navy Naval Sea Systems Command, is soliciting for the rental and maintenance of a temporary dehumidification system with inline heaters to support operations at the New London Subbase in Groton, Connecticut. The procurement requires a contractor to provide a complete dehumidification system consisting of one 5,000 CFM electric reactivation Desiccant Climate Control Unit, two 60kW inline electric heating coils, supporting ductwork, and power cables capable of removing 140 lbs/hr of moisture and operating in temperatures ranging from -10°F to 110°F. Contractor responsibilities include equipment delivery, start-up, commissioning, preventative maintenance, weekly inspections, personnel training, and technical documentation. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) source selection method, assessing technical acceptability, price, schedule flexibility, and past performance through the Contractor Performance Assessment Reporting System (CPARS). The quote deadline is December 22, 2025, at 5:00 PM EST, and all offerors must be registered in the System for Award Management (SAM) and submit responses via email.
This procurement is designated as full and open competition with no set-aside, classified under NAICS code 532490 with a $40 million size standard, and will operate for a base period of six weeks from January 26, 2026, to March 8, 2026, with an optional two-week extension from March 9, 2026, to March 22, 2026. No incumbent contractor is identified in the solicitation materials. The contract value is not explicitly stated, though it is anticipated to be substantially less than the $40 million NAICS size standard given the limited duration and rental nature of the engagement. The equipment must be fully assembled and ready for use upon delivery, with an allotted eight-hour window on the delivery day for personnel entry, training, badging, inspections, setup, startup, commissioning, and training. The place of performance is New London Subbase in Groton, Connecticut, with the system powered by existing facility 200-ampere utility service and operating continuously 24/7 throughout the contract period.

- Will the desiccant be powered by a generator or an existing 200A utility service? Existing facility power
- Will the desiccant run 24/7 or specific hours of the day? Yes
- Can you please specify what will be powering the inline heaters and the footage of cord required to power them? Existing house power or generator? 10ft or greater whip with bare copper wire ends
- It looks like the heaters are going to be inline with the process ducting so we assume they will probably either 25', 50' or 75’ away from the DCCU. Assuming that the 200’ of ducting is split between the process and react from the DCCU. Yes
- Will the base provide their own duct clamps? No
- What is the application of the desiccant? Will the inline heaters be required if the desiccant output air is approx 140F? To strip moisture from the air. Inline heaters are required.
- On the day of delivery, will an allotted 8 hrs be sufficient for personnel entry, training, badging, inspections, set up, start up, commissioning, and training? yes
- Will the unit be in a secured area? Are electronic and wireless devices allowed in this area? Are gps locators on equipment acceptable? Yes secured area, use of wireless or electronic devices is per posted signage.
