About this opportunity
The Department of Agriculture Animal and Plant Health Inspection Service (APHIS) seeks a temperature monitoring system for its National Center of Animal Health (NCAH) facility in Ames, Iowa, with quotations due September 1, 2026 at 11:00 a.m. CDT. The procurement is unrestricted and open to all responsible sources.
Place of performance is the NCAH campus at 1920 Dayton Avenue, Ames, Iowa, spanning 520 acres with over 90 buildings. The system must monitor approximately 1,150 temperature probes installed across ultra-low temperature freezers (-80°C and -20°C), refrigerators, water baths, liquid nitrogen tanks, incubators, and environmental sensors tracking CO2 and oxygen levels. The monitoring system must support temperature ranges from -160.0°C to +60.0°C, relative humidity 0–100%, carbon dioxide 0–100%, and oxygen 0–100%. The contractor shall furnish, install, and decommission the legacy AmegaView system; provide onsite supervision and ISO-compliant documentation; deliver first-year software licenses; and supply an onsite technician for up to 24 weeks annually.
The contract is structured as firm fixed price with a one-year base period and four one-year option periods totaling five years. Contractor responsibilities include preventive maintenance and verification per ISO procedures, calibration services meeting ISO 17025 standards with NIST certifications, 24/7/365 technical support availability, corrective maintenance within five calendar days of notification, annual probe verification, and software maintenance and upgrades. The contractor must obtain USDA security clearance, comply with APHIS onsite policies, sign a non-disclosure agreement, and provide an Accessibility Conformance Report addressing Section 508 compliance with WCAG 2.0 Level A and AA standards.
Evaluation uses a highest technically rated with fair and reasonable price approach. Quoters must demonstrate relevant past performance, provide a detailed technical approach addressing operational alignment, connectivity through thick shielded concrete walls, validation strength, and disaster recovery capability, and disclose any corrective actions, terminations, or surety notifications from the past five years.
