USDA APHIS is conducting market research to identify small-business sources capable of providing temperature-controlled freight courier services between Houston/McAllen and Edinburg, Texas, with responses due by 3 p.m. Eastern time on May 21, 2026. This is a Total Small Business set-aside under NAICS 492110 (small business size standard: 1,500 employees).
Place of performance is Houston, Texas; McAllen Airport; and Edinburg, Texas. The contractor must transport coolers containing time-sensitive materials, including pupae for sterile insect eradiation programs, complying with DOT, TSA, and FDA requirements. Baseline operations require capacity for 2–6 routine shipments with surge capability scaling to up to 100 shipments. Key personnel include a Project Manager, Transportation/Logistics Coordinator, trained drivers, and a Quality Assurance/Compliance Specialist. No security clearances are required.
Deliverables include a project plan due within five business days of award, GPS tracking with continuous visibility, temperature monitoring logs within 24 hours of delivery, chain-of-custody records with digital signatures, proof of delivery, incident reports within one hour of occurrence, capacity/load reports with each delivery, and weekly status reports every Friday by 3:00 p.m. local time. All travel costs (fuel, lodging, per diem) are included in pricing. All generated data, including GPS and temperature logs, becomes Government property. Electronic deliverables must comply with Section 508 accessibility requirements.

USDA, APHIS, has a requirement for reliable transport of temperature-sensitive materials from Houston, TX and McAllen Airport to Edinburg, Texas.
We are seeking interested sources from small-business concerns and that are capable of providing the work outlined in the attached draft PWS.
The North American Industry Classification System (NAICS) code for this project is 492110 with a small business size standard of 1,500 employees.
This is not a request for proposals, but instead market research to determine interested small-business concerns prior to issuing a solicitation. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice or the information received, nor will it reimburse participants for the information they provide. If you are an interested small-business concern, please provide the following information: 1) Small business name and point of contact; 2) DUNS number and CAGE code; 3) Evidence of small business concern status; and 4). A brief Statement of Capability (no more than three pages) which demonstrates the ability to meet the specialized work requirements above. Include any past performance information on contracts of similar size and scope, and indicate the degree of work self-performed. Also include past performance references with names and phone numbers. Electronic responses are preferred. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government. Responses are due no later than 3 p.m., Eastern Standard Time, on Thursday, May 21, 2026, to the attention of Cody Grey, Contracting Officer, via e-mail to cody.grey@usda.gov
