About this opportunity

The Defense Logistics Agency (DLA) Strategic Materials Directorate has issued a Request for Information (RFI) seeking capability information from potential suppliers of tellurium for addition to the National Defense Stockpile. This pre-solicitation notice is for planning purposes only and does not constitute a binding obligation or formal solicitation, meaning responses are voluntary and will not be compensated. Interested vendors must submit capability statements by March 19, 2026, at 3:00 PM EST to contract specialist Felicia London and contracting officer Alicia Barrowman via email with "RFI - Tellurium" in the subject line. Capability statements are limited to 20 single-sided pages in Microsoft Word or PDF format using 12-point font with 1-inch margins and must address seven major information categories: General Data, Material Information, Supply Information, Delivery Information, Storage Information, Market Information, and Additional Information. The evaluation criteria emphasize detailed capability across supply chain details, production capacity, pricing methodology, delivery timeframes, storage and regulatory compliance capabilities, market dynamics, and contractual flexibility such as acceptance of Economic Price Adjustment clauses and multi-year agreement provisions.

This RFI is not designated as a set-aside and no incumbent contractors or specific award values are identified in this pre-solicitation phase. The procurement requirement specifies 37 metric tons of tellurium to be delivered to one of four potential locations: Hammond Depot in Indiana, Hawthorne Depot in Nevada, Scotia Depot in New York, or Columbus Depot in Ohio. Vendors must demonstrate capability to provide materials meeting specified grades, forms, purity requirements, and testing methodologies, along with capacity to store materials for extended periods of 25+ years with appropriate environmental and regulatory compliance controls. The RFI seeks information regarding annual production capacity, recycling involvement, spot delivery capabilities, volume discount structures, and willingness to enter into multi-year agreements with Economic Price Adjustment provisions. Companies responding to this notice should understand that all submissions become government property, no feedback will be provided on submissions, and the government has not committed to issuing a formal solicitation or making an award based on responses received.
