About this opportunity
The Department of the Navy's Naval Facilities Engineering Command (NAVFAC) in Europe, Africa, Central (EURAFCENT) is seeking information from firms capable of providing telecommunications infrastructure work at Naval Station Rota in Spain. The scope of work includes the installation of outside plant (OSP) infrastructure such as cable, conduit, manholes, and poles to connect the base to off-base communications suppliers. The contractor must comply with relevant technical standards and the Bilateral Agreement of Defense Cooperation, which requires the use of Spanish civilian communications services. Respondents are asked to provide a rough order of magnitude cost for performing various aspects of the work, as well as confirmation of their ability to execute the project.
This procurement does not have a set-aside designation. NAVFAC believes the incumbent provider, Telefonica de Espana, may have a monopoly on the necessary infrastructure and is considering issuing a sole source justification to contract directly with them. However, NAVFAC is first conducting market research to determine if there are any other qualified firms able to perform the work. The total project scope involves approximately 60 km of ductbank and fiber optic cable, but the exact award value is not specified.
Notice text
Introduction: This is a sources sought notice. This notice does not constitute a request for proposal, request for quote, or invitation for bid. This notice is for market research purposes, as required by the Defense Federal Acquisition Regulation Supplement (DFARS), Procedures, Guidance, and Information (PGI) 206.302-1.
Background: The Naval Facilities Engineering Systems Command (NAVFAC), Europe, Africa, Central (EURAFCENT), Public Works Department (PWD) Rota, Spain awards and administers construction contracts for new or renovated facilities aboard the Spanish Naval Base in Rota. As part of the work included in the various construction contracts, most new facilities require voice and data connections. Naval Station Rota was established in the early 1950’s, and at that time telecommunication services were government owned monopolies until 1989. As a result, Telefonica de Espana (Telefonica) has installed and maintains most of the telecommunications infrastructure throughout the base. Telefonica is not obliged to allow third party service providers to utilize their infrastructure and has communicated to the U.S. Navy that they will not allow third-party providers access to it.
Situation: The PWD, Rota is considering issuing a class justification and approval to allow construction contractor’s to sole source directly with Telefonica for the telecommunications infrastructure that leads up to the facility, known as Outside Plant. DFARS PGI 206.302-1 requires that before making a determination to issue a justification and approval, a source sought notice must be posted. While PWD Rota acknowledges that there are other telecommunications companies in Spain, the PWD believes that the cost of duplicating the infrastructure would be cost-prohibitive.
Requested Response: Firms that are willing to respond are requested to review the scope of work listed below, and provide a response that confirms the firm’s ability to perform this work, and to provide a Rough Order of Magnitude cost (in Euros) for performing each of the six items listed below. Since the Telecommunications Annex (Annex 4) of the Bi-lateral agreement of Defense Cooperation requires the United States to use Spanish civilian communications services, only responses from firms authorized to perform this type of work in Spain are being sought.
Scope of Work:
The Contractor shall provide all of the necessary labor, materials, test equipment, tools and safety devices necessary to install Outside Plant (OSP) telecommunications infrastructure at Naval Station Rota, Spain (NAVSTA Rota) in conformance with United Facilities Criteria (UFC) 3-580-01, Telecommunications Industry Association (TIA)/U.S. Energy Information Administration (EIA) commercial building standards, and this scope of work.
OSP infrastructure consists of cable, conduit, manholes, poles, etc. required to provide signal paths from the closest point of presence to a facility, including freestanding frames or backboards, interconnecting hardware, terminating cables, lightning and surge protection modules at the entrance to a facility. OSP starts at the nearest point of communications services located outside of NAVSTA Rota. OSP terminates and Inside Plant (ISP) telecommunication infrastructure begins where OSP cables are connected to a third party device located inside the telecommunications cabinet of a facility located on NAVSTA Rota.
The OSP infrastructure must connect NAVSTA Rota with off base communications suppliers. A backbone ductbank will bring service to a centralized communications building located on base and will then branch out with laterals that connect individual facilities. OSP will pass through a variety of terrain including, fields, roads, airfields, piers, bridges, high security areas, and areas congested with utilities. A survey will be necessary to determine the best routes and to validate quantities. However, for purposes of determining a rough cost per kilometer of installed ductbank, assume the following quantities:
- 15 km of ductbank consisting of (6) PVC conduits of 110mm diameter.
- 30 km of 144 strand outdoor ribbon type fiber optic cable.
- 15 km of ductbank consisting of (4) PVC conduits of 110mm diameter.
- 30 km of 48 strand outdoor ribbon type fiber optic cable.
- 5 km of ductbank consisting of (2) PVC conduits of 110mm diameter.
- 10 km of 12 strand outdoor ribbon type fiber optic cable.
