About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is seeking telecommunications connectivity services for its operations in Guam through a Request for Quote (RFQ) solicitation. The procurement involves three primary connectivity components: 1G optical Wave/Ethernet connectivity between specified locations, 4G/5G cellular network connectivity with unlimited bandwidth, and 500 Mbps Direct Internet Access via single mode fiber. The solicitation is structured as a combined synopsis/solicitation for commercial products and services, using the lowest price technically acceptable (LPTA) source selection process to evaluate quotes. Proposals are due by March 14, 2025, at 12:00 EDT, with an expectation that all technical requirements must address testing and acceptance compliance, circuit installation specifications, and technical requirements for specified tasks. The solicitation incorporates standard Federal Acquisition Regulation (FAR) clauses and is prepared in accordance with Subpart 12.6 commercial product guidelines.

This contract opportunity is designated as a total small business set-aside under North American Industrial Classification System (NAICS) code 517111, with a size standard of 1,500 employees. The contract period includes a base year from April 1, 2025, through March 31, 2026, with four additional one-year option periods extending through March 31, 2030. Installation of services must be completed within 60 days of order receipt, with the primary place of performance located at 143 Edward, E T Calvo Memorial Parkway in Tamuning, Guam. The 1G service specifically requires 99.9% monthly availability and must support 802.1q VLANs with 9292-byte MTU. Quotes must include both monthly recurring and non-recurring charges, with all pricing to be identified in monthly increments. Vendors must be registered in FedConnect for contract administration and must provide all necessary equipment for transport connections, though customer-side equipment will be supplied separately.
