About this opportunity
The Federal Law Enforcement Training Center (FLETC), a component of the Department of Homeland Security, is preparing to procure Telecommunication Cable Services (Fiber/Copper) and issued a Request for Information (RFI) due August 5, 2026, to identify qualified vendors for onsite support. This is a sources-sought announcement for planning and market research purposes only and does not constitute a binding solicitation.
FLETC seeks qualified vendors to provide installation, maintenance, troubleshooting, testing, documentation, and lifecycle support for inside plant (ISP) and outside plant (OSP) copper and fiberoptic cabling systems at four training delivery points: Artesia, New Mexico; Charleston, South Carolina; Cheltenham, Maryland; and Glynco, Georgia. The scope covers copper, fiber, coaxial, and HDMI cabling systems; underground backbone infrastructure including single-mode and multimode fiber and shielded twisted pair; conduit, handholes, manholes, patch panels, and cable trays; and supporting equipment such as media converters and wireless access points, all designed and installed per ANSI/BICSI standards.
Services include scheduled routine maintenance and emergency on-call support with 24/7/365 response availability and 4-hour response time for non-emergency requests. Contractors must possess certification and testing tools including Fluke, TDR, OTDR, and OLTS, and provide documentation in PDF format with enterprise cable plant drawings compatible with Graphics Networks netTerrain or AutoCAD. Respondents must submit past performance on three relevant projects completed within five years and address technical capability, staffing, materials procurement, quality control, and warranty provisions. Responses are limited to five pages and must be submitted to michael.j.haynes@fletc.dhs.gov by August 5, 2026, at 4:00 p.m. Not responding to the RFI does not preclude participation in any future Request for Proposal.
