About this file
This is a Request for Information (RFI) and Sources Sought announcement issued by the Federal Law Enforcement Training Center (FLETC) Procurement Division for Enterprise Telecommunications Cable System Support Services. The RFI is for informational and planning purposes only and does not constitute a binding solicitation. FLETC seeks qualified vendors to provide onsite technical support for telecommunications cabling systems across four training delivery points: Artesia, NM; Charleston, SC; Cheltenham, MD; and Glynco, GA (headquarters).
The scope of work encompasses four primary service areas: (1) Installation and Implementation of inside plant (ISP) cabling including copper, fiber, coaxial, and HDMI systems; outside plant (OSP) underground backbone including single mode and multimode fiber and shielded twisted pair; and telecommunications infrastructure materials such as conduit, handholes, manholes, media converters, wireless access points, patch panels, and cable trays, all utilizing ANSI/BICSI standards; (2) Maintenance and Support Services including scheduled routine maintenance of communication rooms, patch management, demarcation point extensions, cable performance testing, emergency maintenance with 24/7/365 on-call response capability, and 4-hour response time for non-emergency requests; (3) Testing and Certification using contractor-provided tools such as Fluke, TDR, OTDR, and OLTS, with design and installation per BICSI specifications; and (4) Documentation and Records Management in PDF format, cable labeling, and enterprise cable plant drawings compatible with Graphics Networks netTerrain or AutoCAD. Respondents must address technical capabilities, staffing and resources, past performance (three relevant projects within five years), and specific RFI questions covering company structure, enterprise support model, materials and lead times, task management, innovative technologies, quality control, site restoration, and warranty provisions. Responses are limited to five pages and must include company contact information, UEI, Cage Code, street address, and a point of contact. The submission deadline is August 5, 2026, at 4:00 p.m. via email to Michael J. Haynes at michael.j.haynes@fletc.dhs.gov, with the subject line "70LGLY-SSB-RFI-CABLESERVICES."
