About this opportunity
The Bureau of Labor Statistics, part of the Department of Labor's Office of the Assistant Secretary for Administration and Management, is issuing an RFI to gather information about vendors capable of providing one year of household survey data on wireless and wireline telecommunications service purchases, with RFI responses due June 29, 2026 at 10:00 AM EST.
BLS seeks the largest possible volume of survey responses covering the entire United States, with responses organized by ZIP code. Offerors must demonstrate capability to provide at least one survey response per service or product listed in the Statement of Work per state to meet minimum representativeness requirements. Data delivery may be structured as monthly cross-sectional samples or as a single year-long dataset covering all twelve months; longitudinal panel designs are not required. Government prioritizes higher response volumes and feature richness—for example, 20,000 responses with five features each are preferred over smaller datasets.
Required data elements include month completed, residential ZIP code, services and products purchased (residential wireline services including land-line telephone, internet access, cable and satellite television, and bundled packages; wireless telephone services), provider or carrier name, package name, customer tenure in months, contract status, detailed service features such as downstream and upstream speeds for internet and data allowances for wireless, and monthly spend amounts. Vendors must independently design survey questionnaires subject to BLS review, deliver data in standard electronic formats (CSV, SAS, txt) via secure file transfer, and respond to an eleven-question questionnaire addressing company capabilities, historical experience, methodology, and delivery timelines. Responses are limited to 30 pages in Microsoft Word format (Times New Roman 11–12 point, 1-inch margins). The government will not provide a survey template or budget range information. This RFI carries no commitment to award a contract; based on responses, the requirement may be set-aside for small businesses or procured through full and open competition, with multiple awards possible. Questions must be submitted by June 22, 2026 at 10:00 AM EST.
Notice text
The purpose of this RFI is to gather information about potential vendors to obtain current monthly wireless and wireline telecommunications service plan pricing. The Bureau of Labor Statistics (BLS) has an ongoing interest in market data with which to analyze, evaluate, and improve the indexes it produces. Specifically, the BLS is seeking detailed data for one year from a survey asking households to record information about their purchases for telecommunications services. BLS would like to wholly purchase this data, as opposed to a temporary lease of the data. The BLS is the principle Federal agency responsible for measuring price changes in the economy and constructs indexes using data collected from both households and business establishments. Because of the importance of BLS data, it is critical that the component indexes are accurate, timely, and relevant.
