About this file

This is a Request for Information (RFI) and Sources Sought Notice issued by the Department of Labor's Office of Socio-Economic Programs and Evaluation for telecom service data procurement.

The Bureau of Labor Statistics seeks one year of household survey data beginning in 2025 capturing residential and wireless telecommunications service purchases. Required data elements include: month completed, residential ZIP code, services/products purchased (residential wireline services including land-line telephone, internet access, cable and satellite television, and bundled packages; wireless telephone services), provider/carrier name, package name, customer tenure in months, contract status, detailed service features (such as downstream/upstream speeds for internet, channel counts and premium channels for television, data allowances and account type for wireless), and monthly spend amount. Vendors must deliver survey questionnaires, response keys, and data in standard electronic formats (CSV, SAS, txt) via secure file transfer protocol. The data must represent a cross-section of U.S. households and demonstrate high completion and accuracy rates.

Potential vendors must respond to an eleven-question questionnaire addressing company capabilities, historical experience, business type and size classification, ability to meet all specified requirements, data collection frequency and processing, delivery timelines and lag times, format options, technical support and customer service capabilities, data documentation standards, sampling and collection methodology, and risk assessment. Responses are limited to 30 pages in Microsoft Word format (Times New Roman 11-12 point, 1-inch margins) and must include a cover letter with company name, point of contact information, and submission date. The RFI submission deadline is 10:00 AM EST on Monday, June 29, 2026, via email to DeCarlo Coleman. Questions regarding the RFI must be submitted by 10:00 AM EST on June 22, 2026. This is not a commitment to award a contract; responses are voluntary with no government obligation for payment. Based on responses, the requirement may be set-aside for small businesses or procured through full and open competition, with multiple awards possible.

Requests for a solicitation will not receive a response. Information provided in response to this RFI is submitted voluntarily and is not being requested as part of a solicitation for actual pricing.

PURPOSE OF RFI:

The purpose of this RFI is to gather information about potential vendors to obtain current monthly wireless and wireline telecommunications service plan pricing.

Responses to this RFI will be reviewed by DOL for their applicability to the Government’s need and determined to be “Relevant” or “Irrelevant” to the above problem. Offerors of “Relevant” responses may be requested to demonstrate their approach and/or product to a Government panel of Subject Matter Experts to help DOL determine the best approach.

BACKGROUND:

The Bureau of Labor Statistics (BLS) has an ongoing interest in market data with which to analyze, evaluate, and improve the indexes it produces. Specifically, the BLS is seeking detailed data for one year from a survey asking households to record information about their purchases for telecommunications services. BLS would like to wholly purchase this data, as opposed to a temporary lease of the data.

The BLS is the principle Federal agency responsible for measuring price changes in the economy and constructs indexes using data collected from both households and business establishments.

Because of the importance of BLS data, it is critical that the component indexes are accurate, timely, and relevant.

SCOPE

The BLS is looking for one year of household survey data (starting with data from 2025), asking households to record information about their purchases of telecommunications services defined by below:

• Residential (wireline) telecommunications services including land-line telephone, internet access, cable and satellite televisions, and bundled packages of these services

• Wireless telephone services

The necessary variables and a brief description are listed below in Table 1.

Table 1: Variables for the Data File
