About this opportunity
The Department of Labor Bureau of Labor Statistics intends to solicit one year of household telecommunications survey data covering wireless and wireline services, with responses due by 10:00 AM EST on June 29, 2026. This is a Request for Information and Sources Sought Notice; no contract will be awarded from the RFI, the Government will not pay for responses, and future procurement may be set-aside for small businesses or conducted through full and open competition with potential for multiple awards.
BLS seeks to wholly purchase commercially available data rather than lease it. The dataset must include household survey responses georeferenced by ZIP code across the entire United States, with required variables encompassing month, residential ZIP code, services and products, provider or carrier, package name, length of service, contract status, service plan features (calling types, internet speeds, channel counts, data allowances), and monthly spend. Vendors must demonstrate capability to provide at least one survey response per service and product listed in the Statement of Work per state. Data must be delivered in standard electronic formats (CSV, SAS, txt) via secure SFTP, accompanied by survey questionnaires and response keys. Vendors must design their own survey instrument independently, subject to BLS review and approval before data collection begins. BLS will not provide a survey questionnaire template. The selected vendor cannot use the BLS name in connection with data collection.
Responses must not exceed 30 pages in Microsoft Word format and include a cover letter and answers to 11 questionnaire items addressing company capabilities, data collection methodology, delivery timelines, technical support, and risk assessment. Questions about the RFI must be submitted by 10:00 AM EST on June 22, 2026. Submit responses to DeCarlo Coleman at coleman.decarlo@dol.gov.
Notice text
The purpose of this RFI is to gather information about potential vendors to obtain current monthly wireless and wireline telecommunications service plan pricing.
The Bureau of Labor Statistics (BLS) has an ongoing interest in market data with which to analyze, evaluate, and improve the indexes it produces. Specifically, the BLS is seeking detailed data for one year from a survey asking households to record information about their purchases for telecommunications services. BLS would like to wholly purchase this data, as opposed to a temporary lease of the data.
The BLS is the principle Federal agency responsible for measuring price changes in the economy and constructs indexes using data collected from both households and business establishments. Because of the importance of BLS data, it is critical that the component indexes are accurate, timely, and relevant.
