About this opportunity
The Naval Surface Warfare Center Dahlgren Division (NSWCDD) is seeking to establish a Blanket Purchase Agreement (BPA) for Tektronix commercial calibration services for equipment requiring periodic calibration. The BPA will support unpredictable and indefinite service requirements for calibration of electrical and signal measurement instruments. The solicitation is being issued as a sole-source procurement directly to Tektronix, Inc., located in Beaverton, Oregon. Interested parties must submit a capabilities package demonstrating technical capability, including CAGE and DUNS numbers, and be registered in the System for Award Management (SAM). The evaluation will be based on technical capability and past performance, with offers potentially being rejected if exceptions are taken to the solicitation's terms and conditions. Potential vendors must submit their response by May 22, 2025, at 2:00 p.m. EST, with questions accepted via email prior to the solicitation closing. The anticipated award date is June 22, 2025.
The contract is not set aside for small businesses and requires Trade Agreements Act (TAA) compliance. The BPA will have a maximum period of performance of 5 years, with individual call orders not exceeding $250,000 and a total master dollar limit of $1,000,000. The place of performance will be Dahlgren, VA 22448, with work potentially conducted at either the government's site or Tektronix's facility during standard operating hours (0800-1700 ET, Monday-Friday, excluding federal holidays). The procurement will utilize Simplified Acquisition Procedures in accordance with FAR Part 13, with BPA calls to be issued at firm fixed prices. The government has determined this procurement is inherently noncompetitive due to the proprietary nature of Tektronix instruments, noting that replacing existing systems would cost over $10 million and require 24-36 months of research. Payment methods will include government credit card and wide area workflow (WAWF).
