About this file

This document is a Justification and Approval (J&A) for a sole source Blanket Purchase Agreement (BPA) issued by the Naval Surface Warfare Center Dahlgren Division (NSWCDD). The BPA will be awarded to Tektronix, Inc. for instrument manufacturing, repair, and calibration services covering product service codes 334515 and 811210, with a five-year performance period. The government determined the requirement is inherently noncompetitive due to the proprietary nature of Tektronix instruments, and a Sources Sought Notice on SAM.gov received only a Tektronix response.

The estimated total value spans fiscal years 2025-2029 across multiple budget categories, with the BPA designed to reduce procurement timelines and enable flexible call orders for recurring, unpredictable service requirements. The government has invested significant resources in Tektronix hardware and services, and replacing existing systems would cost over $10 million and require 24-36 months of research. Individual calls under the BPA will be firm fixed price, with payment methods including government credit card and wide area workflow (WAWF). The proposed contract is scheduled to be synopsized on SAM.gov around 28 March 2025, with an anticipated award by 22 June 2025.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable

Market research has not identified any other vendors who can meet the Government’s requirements.

Sources Sought Notice ID N0017825Q6700, was posted on the System for Award Management (SAM.gov) and only Tektronix responded to the posting. It has been determined that this requirement is inherently noncompetitive due to the proprietary nature of the instruments. This makes Tektronix the best solution to provide evaluation, repair and calibration services.

The proposed contract will be synopsized on the SAM.gov on or about 28 March 2025. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than Tektronix to provide the required services.

7. Determination of Fair and Reasonable Costs

The Contracting Officer will determine whether each individual call for the equipment covered by the J&A will be fair and reasonable.

8. Actions to Remove Barriers to Competition

For the reasons set forth in Paragraph 5, Dahlgren Contract Department has no plans at this time to compete future contracts for the type of equipment covered by this document. If another potential source emerges, Dahlgren Contract Department will assess whether competition for future requirements is feasible.

9. Contracting Point of Contact

The point of contact for this requirement is Heather Hostinsky, 540-742-8882, heather.g.hostinsky.civ@us.navy.mil.
