About this opportunity
The United States Embassy in Honduras is seeking a public opinion research company to conduct a comprehensive research program monitoring Honduran sentiment and opinions regarding illegal immigration through combined quantitative and qualitative methods. This firm-fixed-price contract will involve a two-phase research project designed to test messaging effectiveness and measure post-campaign perceptions related to immigration themes including border enforcement, deportation, and migrant experiences. The research program requires conducting a nationwide door-to-door survey of 2,400 Hondurans aged 18 and older with a 95% confidence level and 2% margin of error, stratified across four regional areas, along with 30 focus groups targeting individuals from high illegal immigration regions. The government will evaluate proposals based on the lowest-priced, acceptable, responsible offeror criteria and may award the contract based on initial offers without further discussion. Electronic quotations must be submitted to TguBids@State.gov by September 17, 2025, with the subject line "Quotation Enclosed - RFQ 19H08025Q0051 - Public Opinion Research Program."
This solicitation does not utilize any set-aside designations and no incumbent contractors are identified in the documentation. The contract value and budget ranges are not specified in the available materials, though the firm-fixed-price structure indicates predetermined costs for deliverables. The one-year contract timeline encompasses Phase I content testing involving 15 focus groups of 6-8 participants each, followed by Phase II measuring post-campaign effectiveness with an additional 15 focus groups, targeting respondents based on vulnerability indicators such as youth, unemployment, low income, and family connections abroad. Key deliverables include comprehensive reports, survey datasets, analytical presentations, digital recordings of focus group sessions, and a final synthesized report with actionable recommendations. The place of performance is the U.S. Embassy in Tegucigalpa, Honduras, located at Avenida Los Proceres, with payment processing through the MyILMS Payment Portal on net 30-day terms.
