About this opportunity

The United States Marine Corps is seeking a contractor to deliver the Multi-Mission Parachute Course (MMPC), a 20-day military freefall (MFF) training program designed to qualify non-MFF-certified Marines to employ the Parachute System-2 (PS-2). The contractor must provide all instructional personnel, facilities, equipment, and materials necessary to conduct nine courses per fiscal year with 30 students per course, totaling 270 students annually. Key requirements include maintaining USSOCOM Special Operations Forces Baseline Interoperable Standards (SOFBIS) certification, staffing the program with a General Manager, Course Director, Master Rigger, minimum six Advanced Free Fall Instructors with Military Freefall experience, licensed FAA pilots, and supporting personnel such as a Jumpmaster, Manifest Manager, Drop Zone Safety Officer, and Emergency Medical Technician. Performance objectives emphasize safe course execution without mishaps, maintenance of Program of Instruction (POI) certification, qualified staff retention at 98% acceptable quality level, prevention of course delays due to equipment or facility issues, and submission of accurate after-action reports. The Request for Information (RFI) deadline is February 27, 2026, at 10:00 AM Eastern Time, with responses to be submitted to christa.eggleston-sc@usmc.mil and jamie.dufrene@usmc.mil, and a formal solicitation is anticipated to follow this market research phase.

This procurement contains no set-aside designations and appears to be open to all qualified contractors. The current contractor is Airborne Systems Tactical Training Facility, operating from Eloy, Arizona, with an existing contract valued at approximately $9,270,000 annually in material and operational costs. The base contract period runs from October 1, 2026, through September 30, 2027, with four option periods extending through September 30, 2031, representing a potential five-year performance timeline. Contractors must submit responses to the RFI that include organizational information (CAGE code, UEI number, size status, and socio-economic category), maximum five-page descriptions of organizational capabilities and experience, and specific answers regarding military freefall training experience, ability to obtain PS-2 authorization from the original equipment manufacturer, and identification of any vague areas within the Performance Work Statement. The government will provide no Government Furnished Equipment (GFE), requiring the contractor to supply all specialized equipment including PS-2 parachute systems, helmets with night vision goggle mounts, oxygen systems, altimeters, aircraft, and approved drop zone facilities.
