About this opportunity

The Department of Energy is seeking a technical support subcontractor for hoist systems at the Nevada National Security Site (NNSS) PULSE facility through a five-year master agreement with task order-based services. The primary objective is to provide comprehensive technical consulting and evaluation support for three existing hoists: two shaft hoists (U1a and U1h) and one mobile rescue hoist (MRH). The potential offeror will be required to conduct system and component analyses, identify safety and reliability issues, develop spare parts lists, provide technical recommendations for improvements, and support documentation development. Critically, the contractor is prohibited from performing hands-on work or providing design, fabrication, or material procurement for safety-significant systems. The pre-solicitation notice indicates a response deadline of March 20, 2025, with services focused on enhancing the operability and long-term functionality of the facility's hoist systems.

This procurement is designated as a total small business set-aside and falls under the Engineering Services NAICS category (541330). The contract will support Mission Support & Test Services (MSTS) in maintaining three hoists with recent service dates ranging from September 2024 to January 2025, and the government anticipates long-term operation of these systems, including potential backup and expansion plans. While specific award values are not disclosed in the pre-solicitation notice, the five-year master agreement suggests a substantial, multi-year commitment to technical support services. The contractor will be expected to provide on-site technical support, conduct hardware and firmware evaluations, offer technical training, and develop comprehensive documentation to support PULSE facility operations. Travel will be required as part of the service delivery, with the contractor functioning in a consultative and analytical role to ensure the continued safety and reliability of the hoist systems.
