About this opportunity
The Department of Energy's Energy Efficiency Studies (EES) Department is seeking technical support for energy efficiency research through Lawrence Berkeley National Laboratory (LBNL). The solicitation covers two primary projects: energy conservation standards analysis and test procedure development for space-heating, water-heating, commercial and industrial, and electronics equipment. Key requirements include conducting advanced engineering and economic analyses, developing and reviewing test procedures, writing technical and regulatory documents, participating in public meetings, and providing strategic research direction support. The government seeks contractors with expertise in technoeconomic analysis, cost-benefit assessment, product life-cycle cost analysis, energy modeling and forecasting, economic research, national impacts analysis, and advanced technology and market assessment. This Request for Information (RFI) requires responses by October 24, 2025, and emphasizes that this is an information-gathering exercise that does not guarantee future contract award.
This solicitation does not utilize any set-aside designation and is open to all qualified contractors. No current incumbents or existing contractors are specifically mentioned in the available documentation. While no specific award values or budget ranges are disclosed in the RFI, the scope indicates substantial technical support requirements across multiple equipment categories and regulatory domains. The anticipated contract period spans from January 2, 2026 through December 31, 2030, representing a five-year performance timeline. The primary place of performance is Berkeley, California 94720, aligning with LBNL's location and the Department of Energy's research infrastructure in the region.
