OVERVIEW & BACKGROUND
The Energy Efficiency Studies (EES) Department offers a broad range of expertise primarily in technoeconomic analysis to consider the impacts of policies per statutory requirements. EES conducts research and develops a unique and powerful set of core capabilities, including: cost-benefit assessment, including uncertainty and variability analysis, product life-cycle cost analysis, energy modeling and forecasting, economic research, national impacts analysis, and advanced technology and market assessment. EES analyses cover a range of products, including residential appliances, commercial and industrial equipment, and lighting systems.
SCOPE OF WORK
The selected Offeror(s) will be responsible for two primary projects: energy conservation standards analysis and test procedure development. Within each project, the tasks apply to selected space-heating, water-heating, commercial and industrial, or electronics equipment for which Lawrence Berkeley National Laboratory (LBNL) is funded during the performance period of the subcontract. In addition, the Offeror will provide strategic advice regarding research within EES and assist on additional research tasks as needed. The LBNL Technical Lead will provide guidance on a monthly basis as to the selected equipment and tasks and time allotted for each.
Task 1: Analysis of Energy Efficiency Policies Related to Appliances and Equipment Sub-task 1.1: Lead or Perform Advanced Engineering and Economic Analysis for Specified Equipment Identify and obtain the most recent available data sets. Organize and work with large amounts of data using various types of software (such as simulation tools, spreadsheets, and database programs) to perform novel engineering and economic analyses. Develop new scientific/engineering theories and methods and apply those concepts in the areas of energy use analysis, life-cycle cost analysis, and national impacts analysis, including methodological updates suggested by stakeholders. Interact with industry representatives to gather necessary data for conducting engineering/economic analyses. Design and express data needs for development of models and work with necessary parties to determine direction of analyses, which are expected to change as rulemaking stages progress. Provide input to staff assisting with tools.
Sub-task 1.2: Write or Oversee Writing of Technical and Regulatory Documents for Specified Equipment Describe details of research and technical and economic analyses performed as part of sub-task 1.1; prepare tables and figures for supporting documents.
