About this opportunity

The Department of Health and Human Services National Institutes of Health Office of Logistics and Acquisition Operations has awarded a sole-source contract modification to extend an existing task order (75N98022D00038) for Technical Information and Program Support (TIPS) supporting the National Institute of Allergy and Infectious Diseases, Office of Workplace Solutions, for an estimated value of approximately $888,820 on May 28, 2026.

The justification cites extraordinary and unforeseen operational disruptions from recent federal workforce reductions-in-force, agency-wide acquisition staffing shortages, and ongoing consolidation of acquisition functions across the Department of Health and Human Services as the basis for the sole-source extension. The 103-day period of performance extends through September 11, 2026, under RFO 52-217-8 (Option to Extend Services), to ensure uninterrupted continuity of critical services while the follow-on competitive procurement is finalized, negotiated, and awarded.

The incumbent contractor is asserted to be the only responsible source capable of performing due to specialized institutional knowledge of ARCHIBUS configurations, NIAID-specific business processes, facility data governance methodologies, and management of approximately 50–60 concurrent projects. Services include professional and technical support for ARCHIBUS systems administration, Computer-Aided Design space planning, business intelligence and data analytics, facility feasibility studies, helpdesk support, and strategic facility planning supporting NIAID's built environment management, including biomedical research laboratories, clinical environments, and data centers. The Government notes that transition to a new contractor would require 10–12 weeks for security clearances and badging, creating unacceptable operational risk. The Contracting Officer certifies the anticipated price as fair and reasonable based on previously competed rates, historical pricing, and market conditions.
