About this opportunity

The Bureau of Alcohol, Tobacco, Firearms and Explosives issued a sole-source Special Notice on September 19, 2026, with a response deadline of September 23, 2026, to procure explosives testing support and technical expertise from A-P-T Research, Inc. under GSA Schedule 47QRAA21D0040. Award consideration is limited to APT, the sole developer and owner of the Institute of Makers of Explosives Safety Analysis for Risk (IMESAFR) quantitative risk assessment software, which ATF uses to evaluate risk posed by explosives storage sites nationwide.

The procurement covers two service components: explosives testing support—including pre-test and post-test work, test plan development, and onsite execution support at $9,000 per person per week—and IMESAFR Science Panel support for meetings and presentation materials ranging from $13,000 to $22,000 per session. The initial estimated total cost is $50,000 for a one-year period of performance. ATF justifies the sole-source award on the grounds that IMESAFR is the only known software capable of calculating numerical risk to personnel at commercial explosives facilities and that no comparable alternative exists. Data from ATF explosives tests feed directly into IMESAFR algorithm and model refinement, ensuring more accurate public-safety risk evaluations.

Notice text

Consideration of this award will be limited to A-P-T Research, Inc. (APT), the developer and owner of the Institute of Makers of Explosives Safety Analysis for Risk (IMESAFR) quantitative risk assessment software under the GSA MAS 47QRAA21D0040. ATF currently uses the software to evaluate risk posed to the public from explosives storage sites throughout the United States.

The purpose of this effort is to obtain support and technical expertise for ATF explosives testing and related technical meetings as they relate to the proprietary IMESAFR software. Data from explosives tests conducted by ATF are used to create and/or improve algorithms and models within IMESAFR, thereby ensuring more accurate evaluations of risk to the public from explosives operations.
