About this opportunity
The Federal Highway Administration's National Highway Institute is seeking contractors through this Request for Proposal to develop and deliver training services across four key transportation domains: Design and Traffic Operations, Freight and Transportation Logistics, Intelligent Transportation Systems (ITS), and Transportation Performance Management (TPM). The solicitation will result in multiple award indefinite delivery/indefinite quantity (IDIQ) contracts for creating, updating, and delivering various training formats including instructor-led training, web-based training, web conference training, and emerging platforms like virtual simulations and mobile applications. Contractors must demonstrate capabilities in instructional design, project management, technical writing, graphics design, and 508 compliance across multiple professional categories with experience levels ranging from entry-level to senior positions requiring 8-10 years of experience. Proposals will be evaluated based on technical capabilities, past performance, and pricing, with emphasis on the contractor's ability to develop learner-centric, performance-oriented training materials. The government has established a deadline of September 18, 2025, for vendor questions and requires all proposals to be submitted by October 9, 2025, at 10:00 AM Eastern Time.
This procurement is structured as a full and open competition with one small business reserve, meaning one of the anticipated four contract awards will be specifically set aside for a small business under NAICS code 611430 with a size standard of $15 million. Current incumbent contractors include C2 Technologies, Greenman-Pedersen, ICF Incorporated, Iteris, ToXcel, and Zylter, indicating this is a recompete opportunity. Each IDIQ contract carries a minimum order value of $25,000 and a maximum ceiling of $15 million, with the government anticipating approximately 15 course developments and 10 course delivery task orders over the contract's life. The base contract period spans 60 months from award with the potential for a sixth option year, and task orders may extend up to 36 months beyond contract expiration. Services will be performed throughout the United States, supporting the training needs of transportation professionals across federal, state, regional, local, and tribal agencies. The average course development timeline is anticipated to be 18 months, utilizing the Blackboard Ultra learning management system platform.
