About this opportunity

The Federal Highway Administration is seeking a contractor to provide comprehensive technical assistance and support services for the National Safe Streets and Roads for All (SS4A) Technical Assistance Center. The contractor will be responsible for researching, producing, organizing, and disseminating information related to the SS4A Program, which serves metropolitan planning organizations, political subdivisions of states, and federally-recognized Tribal governments—many of whom are first-time recipients of federal funding. Key contract requirements include maintaining and regularly updating a national SS4A Virtual Clearinghouse website, developing and delivering technical assistance and educational outreach programs, providing customized technical project management assistance to grant recipients, and supporting coordination among federal, state, and local resources. The contractor must provide all necessary personnel, equipment, supplies, facilities, and services to support the Technical Assistance Center. This is a Sources Sought Notice issued on January 29, 2026, with capability statement responses due by February 26, 2026, at 2:00 PM Eastern Time. Interested parties should submit responses to Khadija.Osman@dot.gov with capability statements not exceeding four pages single-spaced, identifying relevant experience, technical capabilities, staff expertise, and any SS4A-related background.

This opportunity carries no set-aside designations, though the government is conducting market research to assess potential contractor diversity, including consideration of small business concerns such as SDBs, HUBZones, and women-owned businesses. The anticipated contract value is associated with a $19.5 million size standard under NAICS code 541990 (All Other Professional, Scientific, and Technical Services). The period of performance is three years, with work anticipated to begin in July 2026 and continue through July 2029, though the overall contract may extend through at least 2032 to accommodate later-executing grant agreements under the Infrastructure Investment and Jobs Act. The contractor will operate in a hybrid environment, performing work from contractor facilities, government facilities, telework arrangements, and occasional national travel locations. No current contractor names have been identified in this pre-solicitation notice, as this represents an open market research effort to determine the availability and capabilities of qualified sources prior to formal solicitation.
