About this opportunity
The Department of Agriculture Assistant Secretary for Departmental Management seeks technical advisory support services for the transition of the Food for Peace program to USDA, with quotations due May 27, 2026 at 10:00 AM ET and questions due May 14, 2026 at 9:00 AM ET. This is a Total Small Business Set-Aside; the small business size standard is $24.5 million.
Place of performance is Washington, DC during regular business hours (Monday–Friday, 6:00 a.m.–6:00 p.m. Eastern Time), with no travel outside the DC area anticipated. Contractor personnel require Public Trust (Moderate Risk) background investigations prior to beginning work.
The contract is a firm-fixed price requirements contract for one year (July 1, 2026 through June 30, 2027) with a ceiling price not to exceed $650,000. The contractor must deliver nine process guides, manuals, and handbooks across five technical areas: Communications strategy, prepositioned commodities, non-traditional operating environments, geography and commodity prioritization, and cross-cutting emerging issues. Additional deliverables include a Contract Implementation Plan (due 14 days after award), biweekly reports throughout performance, and staff training and competency assessments during the final 90 days. A 2.5% reduction in contract value applies for failure to meet Acceptable Quality Levels for three consecutive months.
Evaluation uses a comparative best-value methodology weighing two technical factors—Staffing Plan and Technical Capability—against price. Vendors with prior USDA international programs or Food for Peace Title II program experience will be rated higher. The staffing plan must demonstrate breadth of knowledge in international agriculture programs; the technical approach must demonstrate thorough understanding of Performance Work Statement requirements without simply reiterating them. NAICS code 541611, PSC R410. Quotations must include pricing for all line items to be considered responsive. Award goes to a single vendor.
