About this opportunity
The United States Trade and Development Agency seeks technical advisory services for a project scoping mission focused on Indo-Pacific aviation opportunities under solicitation number 1131PL25RDM31145. The procurement requires contractors to conduct scoping missions, review project proposals, develop terms of reference and budgets, conduct stakeholder consultations, and prepare project reports for aviation infrastructure projects across 14 countries in South and Southeast Asia, including Bangladesh, India, and Indonesia. Offerors must be U.S. firms or individuals with employees who are U.S. citizens or permanent residents, and subcontractor usage is limited to less than 50% of the proposed price. The government will evaluate proposals based on technical approach, technical expertise, and past performance as equally important factors to determine the best value award. Following two amendments, the proposal submission deadline is September 12, 2025, at 1:00 PM Arlington, VA time, with questions having been due by August 25, 2025.
This unrestricted procurement under NAICS code 541690 has no set-aside designation and no incumbent contractor, as this represents a new requirement. The contract value is established at $16.5 million with a four-year period of performance during which the contractor must provide up to six project reports and conduct scoping missions as requested by the Contracting Officer. The expected level of effort per survey ranges from 13-25 days, with contractors potentially required to travel approximately one trip as part of the contract execution. Performance will take place in Rosslyn, Virginia, with the contractor supporting aviation infrastructure development initiatives across the Indo-Pacific region. All offerors must maintain active registration in the System for Award Management (SAM) database throughout the procurement process and contract performance period.
