SECTION D – ANY CONTRACT DOCUMENTS, EXHIBITS OR ATTACHMENTS

D.1. PERFORMANCE WORK STATEMENT (PWS)

Technical Advisory Services – Project Scoping Mission for Indo-Pacific Aviation Opportunities

D.1.1. OVERVIEW

The U.S. Trade and Development Agency (USTDA) supports the development of overseas infrastructure projects that advance the shared strategic interests of the United States and its overseas partners. These projects offer opportunities for the export of trusted U.S. solutions, including technology, goods, and services that support U.S. jobs.

USTDA is the U.S. government’s first mover on critical infrastructure projects overseas. The Agency funds the upfront technical and design work that accelerates infrastructure development and helps projects attract financing. This includes project preparation activities such as feasibility studies, technical assistance, pilot projects, and front-end engineering and design studies.

D.1.2. SCOPE OF WORK

USTDA requires technical advisory services and project scoping/evaluation services under this non-personal services contract to advance aviation infrastructure implementation in eligible lower- and middle-income countries. The Contractor shall review project proposals for USTDA’s project preparation grant funding, including proposed technical assistance, feasibility studies, pilot projects, training, and capacity-building activities, and provide independent assessments and recommendations to inform USTDA’s funding decisions. The Contractor shall deliver high-quality, objective advice; conduct technical and financial analyses; engage with project sponsors and stakeholders; and develop clear scopes of work and budgets. Contractor tasks may include remote research, stakeholder consultations, in-country missions, and site visits to evaluate proposed projects for USTDA funding.

Specifically, USTDA requires services under this non-personal services project scoping contract to support its decision-making relative to the funding of activities to support countries across South and Southeast Asia. For the purposes of this contract, the Indo-Pacific includes the following countries: Bangladesh, India, Indonesia, Laos, Malaysia, Maldives, Nepal, Pakistan, Philippines, Sri Lanka, Thailand, Timor-Leste, Vietnam, and countries in the Pacific Islands.

The Contractor shall provide comprehensive technical advisory services and project scoping/evaluation services to help USTDA identify, evaluate, and design project development activities that advance aviation infrastructure implementation in lower- and middle-income countries. Responsibilities include conducting detailed analyses, developing terms of reference and budgets, engaging with current grantees, prospective partners, and U.S. industry representatives, and preparing clear, comprehensive deliverables aligned with USTDA’s funding criteria and program objectives.

At the direction of the Contracting Officer (CO), Contracting Officer’s Representative (COR), or Alternate Contracting Officer’s Representative (ACOR), deliverables under this contract may include the following, with detailed travel and After Action Report (AAR) requirements as described below:

• Advice and Information: Provide timely written and verbal updates, address COR or ACOR questions and information requests, and deliver analyses, recommendations, and other guidance necessary to support contract performance.

• Preliminary Assessments: Prepare up to two (2) concise, high-level evaluations of assigned project concepts or proposals to determine whether they warrant further detailed consideration and development support from USTDA. These assessments shall summarize technical viability, market potential with general U.S. export potential, and alignment with USTDA objectives. These assessments should include approximately three (3) – five (5) page recommendation on whether or not USTDA should put this project proposal under full review (e.g. development of Terms of Reference, budget and Project Report).

• Project Reports: Develop up to six (6) comprehensive, detailed reports for assigned project concepts or proposals to inform USTDA’s funding decisions. These reports shall include technical, financial, and legal and market analyses; recommended terms of reference; and standalone activity budgets. Additional information gathering and collaboration with project stakeholders on activity design and scoping may be required.

Full outline for project reports discussed in Attachment I.

• Scoping Missions: Conduct in-country missions, including site visits and meetings with project sponsors and partners, government officials, and other stakeholders, to assess opportunities and gather insights. The Contractor shall prepare reports summarizing findings, evaluating project viability, providing recommendations, and ensuring alignment with USTDA and U.S. government priorities.

• Amendment Reviews: If requested by the COR/ACOR, the Contractor shall review up to two (2) proposed changes in the terms of reference and/or budget changes for ongoing or completed USTDA activities, evaluate the quality and completeness of work products, and prepare revised terms of reference (TORs) as needed to support USTDA’s decision-making on TOR modifications, activity closeout, or other program-related issues.

• Third-Party Review Reports and Transaction Advisory Services: If requested by the

COR/ACOR, the Contractor may also be called upon to complete up to one (1) desk study review to review tasks completed by a third-party contractor undertaking a USTDA project preparation activity. This report would be in lieu of an amendment review. This assistance may also include transactional assistance to establish processes for the procurement of aviation infrastructure and services. Such follow-on technical assistance would depend on the particular needs of applicable Project Sponsor, host government or other project entity.

The Tracker will serve as a central communication and management tool throughout the contract period. The Contractor shall submit an updated version of the Tracker with each deliverable. The Contractor may propose an alternative format for the Tracker, subject to COR/ACOR approval.

- develop terms of reference and budgets for at least six (6) activities for USTDA funding consideration and one Final Report with a summary and all After Action Reports to USTDA. If Contractor is having difficulty meeting this requirement, the Contractor should discuss the findings of the mission with the COR/ACOR in advance of writing the AAR. USTDA reserves the right to make the final determination on which activities merit consideration for the Project Reports; demonstrate meaningful discussions with current and previous USTDA host country Project Sponsors/Grantees to evaluate the status of implementation for USTDA-supported projects that are sector-relevant to the scoping mission; and

- provide supporting analysis and recommendations on the above information and all the relevant issues.

The Contractor shall submit all immediate deliverables (preliminary travel plan, list of suggested meetings) under this Contract to the COR/ACOR 10 days prior to each scoping mission and/or activity, and shall submit all final deliverables including the AAR 15 days after each scoping mission and/or project analysis/review. Prospective contractors are encouraged to ask questions, if further clarification is needed review the Project Scoping Mission Guide.
