About this opportunity

The Defense Logistics Agency (DLA) Troop Support Philadelphia has published a Special Notice announcing its intention to consolidate requirements for the Technology & Information Tailored Logistics Support Program (TLSP). This procurement will establish an Indefinite Delivery-Indefinite Quantity (IDIQ) multiple award contract covering technology and information equipment across several Federal Supply Groups, including Automatic Data Processing Equipment, Photographic Equipment, Communication and Detection Equipment, and Special Industry Machinery such as Additive Manufacturing. The agency has determined that consolidating these contract requirements is necessary and justified, with benefits substantially exceeding alternative approaches. The DLA Senior Procurement Executive has made the required determination under federal regulations, including conducting market research and coordinating with the DLA Small Business Office. The consolidated contract will have a maximum value exceeding $100 million and will not duplicate commercial off-the-shelf items already provided by the General Services Administration.

The primary purpose of this Special Notice is to inform potential contractors of the upcoming solicitation and consolidation strategy while ensuring compliance with federal acquisition regulations requiring advance notice of contract consolidation. The solicitation is anticipated for release around the end of August 2025, with the current notice period running until July 17, 2025. The acquisition strategy aims to leverage commercial supply chain capabilities to improve lead times and reduce administrative burdens while maintaining opportunities for small business participation through an unrestricted procurement with a small business reserve. The TLSP will utilize a multiple award approach allowing competitive delivery orders among vendors, with customers able to specify requirements using National Stock Numbers, manufacturer part numbers, or commercial item descriptions. The contract structure includes a seven-year term with a three-year base period and two two-year option periods, providing long-term stability for both the government and participating contractors.
