About this opportunity
The Department of Homeland Security Office of the Inspector General (DHS-OIG) has published a Special Notice regarding the award of a sole source task order to Carahsoft for TeamMate software licenses and maintenance. This procurement action is being conducted in accordance with FAR 8.404-6(a)(2) and represents a limited source justification for Wolters Kluwer's TeamMate software platform. The requirement specifically covers TeamMate licenses and maintenance services that relate to the implementation of the software system that DHS-OIG currently utilizes. The notice was posted on July 21, 2025, with responses due by August 20, 2025. Wolters Kluwer holds exclusive rights as the software owner for licensing and maintenance of the TeamMate platform.
The primary purpose of this Special Notice is to inform the contracting community of the sole source award justification for TeamMate software procurement, with a performance period running from June 28, 2025, through June 27, 2026. The procurement is designated under NAICS code 513210 for Software Publishers and PSC code 7A21 for IT business application software with perpetual licensing. The DHS-OIG conducted market research through the Federal Audit Advisors Community for Enterprise Technology Solutions (FAACETS) and evaluated alternative audit software options before determining that TeamMate AM desktop client version remains the only viable solution for their immediate mission requirements. The justification document indicates that the software has been tested within baseline DHS configurations with minimal mission impact. The OIG has committed to assessing potential competition for future requirements on an annual basis, suggesting this sole source approach may be subject to future competitive evaluation.
