The Department of the Army Materiel Command Contracting Command Rock Island Arsenal is seeking a contractor to provide certified inspectors for helium leak testing of one-metric ton containers at Tooele Army Depot (TEAD) in Tooele, Utah. The contractor must provide all necessary personnel, equipment, and services to perform the helium leak testing, except for the helium gas which will be supplied by TEAD. The inspector must be certified to NDT Level II or III, and the contractor must develop quality control procedures. A minimum of 400 containers will be tested in batches of 200. The contractor must also report to the Contract Manpower Reporting Application.

Combined Synopsis/Solicitation.
This is a non-personnel services contract to provide a certified inspector from The American Society for Nondestructive Testing (NDT) Level 2 or 3, for One-Metric Ton Containers. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Helium Leak Testing for One-Metric Ton Containers as defined in this Performance Work Statement (PWS), save helium gas, which will be supplied by TEAD. The contractor shall perform to the standards in this contract.
Vendor must meet requirements in the PWS.
The inspector shall be certified by The American Society for Nondestructive Testing (NDT) Level II or Level III.
The inspector shall submit NDT examiner certification records as well as eye exams in accordance with the (AWS) D1.1.
The contractor shall be capable of helium leak testing the one-metric ton containers at TEAD; Tooele, UT 84074
