Performance Work Statement
Helium Leak Testing for One-Metric Ton Containers Rev. 04-18-23
1.0 General
This is a non-personnel services contract to provide a certified inspector from The American Society for Nondestructive Testing (NDT) Level 2 or 3, for One-Metric Ton Containers. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Helium Leak Testing for One-Metric Ton Containers as defined in this Performance Work Statement (PWS), save helium gas, which will be supplied by TEAD. The contractor shall perform to the standards in this contract.
2.0 Project Background
Tooele Army Depot (TEAD) is manufacturing one-metric ton containers and a necessary step in the manufacturing process requires Helium Leak Testing. TEAD currently requires this testing be outsourced.
3.0 Requirements
Contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.
The contractor shall furnish all services, materials, supplies, and labor required to perform the Helium Leak Testing for One-Metric Ton Containers, save helium gas, which will be supplied by TEAD.
The inspector shall be certified by The American Society for Nondestructive Testing (NDT) Level II or Level III.
The inspector shall submit NDT examiner certification records as well as eye exams in accordance with the (AWS) D1.1.
The contractor shall be capable of helium leak testing the one-metric ton containers at
TEAD.
The contracted inspector shall complete portions of the Shop Operations Traveler and/or Helium Leak Test document results, associated to their inspections.
The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.
4.0 Project Schedule
A minimum of four hundred (400) containers will be tested.
The number of containers available for testing will be broken down to groups of 200 each. The contractor must be capable of scheduling visits when these batches are ready.
This process will continue as necessary, until 400 containers are successfully manufactured.
5.0 Specific Tasks
5.1. Helium Leak Testing
A custom 3-in. NPT plug shall be used for this test to provide an input for pressure. The plug shall be connected to a calibrated 0-30 psig pressure gage capable of high resolution (0.01 psig, or better). For installation, the custom plug’s threads shall be tightened (with a rubber gasket) between the plug and base. Testing shall be performed on each container as follows:
The custom test plug shall be installed into the container.
Helium (He) shall be used to pressurize the container to 15.0 psig ± 0.2 psi. The air-He mixture inside the container shall be a minimum of 50% He.
The container shall be valved off from the Helium tank, and a pressure reading recorded.
A second pressure reading is recorded after 5 minutes of the container holding pressure. If the pressure reading decreased by 0.1 psi or more, the container failed (this testing step is meant to quickly identify containers with a significant leak).
A test with a conductivity type meter or other gas indicator may be used to locate the leak. Bubble test or other liquid leak indicators shall not be used.
After waiting an additional 30 minutes, another pressure reading is recorded. The pressure reading cannot decrease by 0.1 psi or more, or the container fails. While holding the internal pressure, use a calibrated leak detector capable of detecting a leak indication as small as 5E-6 std cm3/sec to search for leaks. The leak detection procedure shall comply with the testing requirements stated in the leak detector’s manual. The minimum acceptable helium detection shall be less than 1.0E-5 std cm3/sec after correction for gas concentration.
5.2 Documentation
The inspector shall submit its Leak Test Inspection Procedure with Leak Test inspection report. The inspector shall provide the model of leak detector, copy of calibration certificate, and applicable testing details.
A leak test examination report shall be completed for each container and any other pertinent testing data will be recorded in the Shop Operations Traveler. It is permissible to have four containers listed on each report, as long as all four serial numbers are written on the report.
5.3 Total Quantity of Containers
Contractor shall helium leak test a minimum of ten (10) one-metric ton containers and up to four hundred and fifty (450) one-metric ton containers.
5.4 Reporting
Contractor shall report to the Contract Manpower Reporting Application (CMRA).
6.0 Quality Control
The Contractor shall ensure that all services provided to fulfill this contract, including work performed by subcontractors, are at or above the levels of quality required.
