About this opportunity
The U.S. Army Corps of Engineers Portland District intends to solicit repair and rehabilitation of three Tainter Valves — one at The Dalles Lock and Dam (TV1) and two at John Day Lock and Dam (TV3 and TV4) — with formal solicitation anticipated by June 2026 and award by September 30, 2026. No set-aside applies. This is a firm-fixed-price Invitation for Bid under NAICS 237990 with a $45 million size standard.
Work encompasses removal, transport, structural repair, component replacement, and reinstallation. Structural repairs address weld cracking, skin plate cracking, cavitation damage, corrosion, and paint system failure; all welds must conform to AWS D1.1 standards. Component work includes replacement of valve seals, seal plates, seal hardware, and self-lubricating bushings rated for 10,000 psi dynamic bearing pressure in submerged marine environments, plus installation of armor plates and as-built dimensional surveys at three stages (removal, post-repair, and pre-reinstallation).
The fabricating plant must hold AISC certification in one of four categories (CBR, IBR, ABR, or HYD with fracture critical endorsement) and demonstrate five years of documented experience on similar projects. Estimated contract value ranges from $1,000,000 to $5,000,000. Delivery of the first repaired valve (JDA TV3) is expected at NTP + 6 months with contract completion at NTP + 7 months. Prior to award, the contractor must obtain CMMC Level 1 (Self) certification. A Sources Sought notice closed May 20, 2026 (revised May 13, 2026) and requested responses on labor availability, market conditions, onsite versus shop repair feasibility, and potential equal products to Belzona 1111 for cavitation repair.
