Formal Sources Sought Response Due – 20 May 2026 at 3:00 pm PDT.
Project Background. The U.S. Army Corps of Engineers requires the repair and rehabilitation of at least one Tainter Valve (TV1) at The Dalles Lock and Dam (TDA) and two Tainter Valves (TV3 & TV4) at the John Day Lock and Dam (JDA). The primary scope of work will address structural issues identified in engineering drawings provided by USACE. The identified structural issues include significant weld cracking, cracking of the Tainter valve skin plates, cavitation damage at the skin plates, advanced corrosion of structural members and failure of the finish paint system in some areas. It is anticipated additional structural damage will be identified during the repair of the Tainter valves.
The rehabilitation and repair of the Tainter valves in question will include the removal and replacement of the valve seals, seal plates, seal plate hardware and the installation of a new set of armor plates overlaid on the regions of cavitation damage at the seal plate bolts.
Additional requirements for this scope of work include the removal, handling, transport and delivery of the damaged Tainter valves from the Navigation Lock to a fabrication shop for repair of the aforementioned structural deficiencies. Upon repair, the Tainter valves in question are to be transported back to the project site for reinstallation. The responsible contractor will also need to provide as-built dimensional control survey of each valve upon a) removal, b) completion of the repair work at the fabrication shop and c) immediately prior to reinstallation of the valve at the Navigation lock fill chamber. This condition necessitates the replacement of bushings and requires as-built surveying to ensure proper fit upon reinstallation
Project Scope: The following information represents the project objectives: The scope of this project is to furnish all labor, materials, and equipment to perform the comprehensive rehabilitation of the Tainter valves. The reinstallation work is to be performed inside of the navigation lock fill culverts.
The structural and weld repair scope includes the following items:
The repair of cracks, corrosion, and cavitation damage on the skin plate, girders, and other structural members as detailed in the engineering drawings provided with this bid advertisement.
Corroded sections of the Tainter valve, including areas where the existing paint system has failed, will need to be repaired per USACE specifications.
All structural welds must conform to AWS D1.1 standards. Contractors must factor in time for Government inspection, testing, and potential rework for rejected welds.
The fabricating plant and fabricator must be certified under the AISC (American Institute of Steel Construction) Quality Certification Program, and must be designated an AISC Certified Plant, Category CBR: Major Bridge Fabrication, IBR: Certified Bridge Fabricator - Intermediate, ABR:
Certified Bridge Fabricator - Advanced or HYD: Certified Metal Hydraulic Fabricator with a fracture critical endorsement (FCE) at time of bid and for the duration of the contract. The fabricator or fabrication plant must possess five 5 years documented experience on projects of similar scope.
The component replacement and refurbishment scope includes:
Replacement of top, bottom, and side seals for the Tainter Valves being repaired as part of this scope of work. Replacement of these seals will also include the replacement of all seal plates and seal plate hardware.
The rehabilitation of the cavitated regions at the face of the downstream skin plate will require the installation of new ‘armor’ plate sections to mitigate the potential for additional cavitation.
For TDA TV1, replacement and possible in-place machining of new, oversized self-lubricating bushings for the lifting eye and trunnion ends to correct for the warped condition of the gate. The self-lubricating bushings are of the fabric reinforced polymer type rated for use in submerged marine environments with a dynamic bearing pressure of at least 10,000 psi and must conform to the failure critical bearing requirements as per USACE specifications.
Replacement of these bushings will require close coordination with USACE personnel using information provided from the initial as-built survey of the Tainter valve to ensure correct alignment of the valve within the fill culvert.
Site Constraints: The Navigation Lock will be in service during the work. The fill culvert will be isolated by bulkheads but will be a permit required confined space. Historically, removal/reinstallation of tainter valves requires at least two cranes (material handling and personnel access). The tainter valve must be supported and disconnected from the trunnions, then rotated so it can be hoisted out of the fill culvert. Most (if not all) crane operations will be critical lifts. The Government anticipates including allowable deck loading in the solicitation documents.
Surveying and Dimensional Control: A detailed survey locating specified points, surfaces, and axes of interest must be performed prior to removal of the valves from the project site. These surveys must be repeated at multiple stages to confirm the existing deflected condition of the valves. This data will be compared to the original design drawings to identify any dimensional discrepancies that may impact reinstallation and allow the government to determine the best course of action for modifications needed to reinstall the valves.
Initial Survey: Contractor to survey the valves immediately after removal to verify dimensions between the strut arm trunnion hubs, distances between the picking eye ear plates and other dimensions as needed to verify general alignment of the valve relative to the design drawings.
Post-Repair Survey: Survey the valves at the fabrication shop immediately after repairs are complete.
This effort will serve as a back check of the initially surveyed dimensions and help identify any changes in the condition of the valve upon return from repair.
Final Confirmation Survey: Survey the gate immediately before reinstallation. This final survey will serve as a confirmation of the as-built dimensions of the valve upon return from repair.
Corrective Action Planning: In the event of the discovery of significant misalignment of the valves, the contractor will be expected to coordinate with the Government to develop procedures, such as trimming and/or replacement of trunnion bushing collars, trimming of the pin hubs, or pin hub bore realignment to resolve any dimensional issues identified during the surveys that may impact the reinstallation of the valve in the Nav Lock fill chamber.
Due to the unknown condition of the structural elements within the interior of the Tainter valve assemblies, the contractor may be required to assist in the assessment of the severity of the newly discovered defects and to coordinate with the Government to develop an effective repair plan.
Anticipated Construction Schedule: CENWP intends to advertise this project by June 2026 and award a Construction Contract on or before 30 SEP 2026. Delivery for first repaired valve, JDA TV3, expected NTP + 6 months with contract completion NTP + 7 months.
Estimated Magnitude of Construction: $1,000,000.00 to $5,000,000.00
Number and Type of Contracts: NWP contemplates awarding a Firm-Fixed Price Construction
Contract. The acquisition strategy decision has not yet been determined. Maximum Small business participation is being sought at both the Prime and subcontracting levels.
Anticipated Procurement Method: Invitation for Bid (IFB)
Brand Name Product: Belzona 1111
This project requires the use and application of Belzona 1111 (Super Metal) to repair the scored bearing housing on the Main Boiler Feed Pump. Belzona 1111 is the only evaluated composite that meets the strict zero-shrinkage tolerance and 350°F+ dry-heat operational requirements necessary to restore the component in-situ without requiring hazardous "hot work" or prolonged mission downtime.
