About this opportunity
The U.S. Army Corps of Engineers Portland District is conducting a market research initiative to identify qualified contractors capable of designing and building a mechanical debris removal system for the East Fish Ladder Auxiliary Water Supply Backup system intake at The Dalles Lock & Dam in Oregon. The primary objective is to develop a predesigned mechanical method, featuring a telescoping boom-mounted rotating bristle brush system integrated with structural steel platforms and electrical control systems, that will eliminate the need for operations staff to manually shut down the system during debris clearing. Interested firms must demonstrate experience with similar mechanical debris removal projects of comparable size, scope, and complexity, and the government will evaluate responses based on prime firm capabilities, self-performed work descriptions, relevant project experience, and documented project examples with customer references. All respondents must be registered in the System for Award Management and remain current throughout the source selection process, with information verified through CPARS or PPIRS systems. Sources Sought responses are due electronically before 10:00 am PDT on March 16, 2026, limited to six pages, with formal solicitation anticipated in July 2026 and contract award expected in September 2026.
This procurement is not restricted to any set-aside category and welcomes responses from both large and small businesses, including Small Disadvantaged Businesses, HUBZone firms, Women-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, and Veteran-Owned Small Businesses. No incumbent contractor is identified in this pre-solicitation notice. The estimated construction cost ranges from $1,000,000 to $5,000,000, with one Firm Fixed-Price contract anticipated under NAICS code 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $45 million. The project will utilize a Design-Bid-Build contracting approach with source selection conducted through the Invitation for Bid method. Construction activities will include pavement repairs, trenching, platform fabrication and installation, electrical conduit routing, and integration with existing SCADA infrastructure, with completion targeted for the end of calendar year 2028.
