About this opportunity
The Department of State is seeking taxi transportation services for the U.S. Embassy Apia's Local Guard Force in Samoa through a Request for Quotations (RFQ 19WS1025Q0092). The procurement requires transportation services between the Principal Officer's Residence and the Embassy office across various villages around Upolu, Samoa, covering day, evening, and graveyard shifts with routes ranging from 4.30 to 15.50 kilometers. Contractors must provide drivers with current and valid driver's licenses, maintain exclusive use of taxis for the Local Guard Force, provide valid insurance certificates, and adhere to security protocols. The government intends to award a firm fixed-price contract to the responsible company submitting the lowest-priced acceptable offer, with awards based on initial quotations without discussions unless needed for companies in the competitive range. A pre-quotation conference is scheduled for September 2, 2025, at 3:30 pm Apia local time, with quotations due September 8, 2025, at 4:00 pm Apia local time.
This opportunity does not utilize any set-aside designation and is open to full and open competition. No incumbent contractors or potential award values are specified in the solicitation documents. The contract will span a one-year period with monthly invoicing and net 30-day payment terms following service verification. Service routes cover multiple villages within and outside the Central Business District of Upolu, Samoa, with the contractor required to provide fleet information and driver details as part of their quotation submission. The place of performance is Upolu, Samoa, with services centered around transportation needs for the Embassy's security personnel between residential and office locations across the island.
