Contractors must demonstrate Level 3 proficiency in Somali and English, with expertise in liaising with Somali government officials and navigating complex bureaucratic processes to secure tax exemption documentation within 20 calendar days. The government will utilize a Best Value Subjective Tradeoff evaluation process, assessing quotes based on price analysis, vendor experience, and overall value to the U.S. government. The proposal submission deadline is April 14, 2025, at 1300 hours CET, with quotes required to be in English, priced in U.S. dollars, and valid for 90 days.

Liaisons will be based at Mogadishu International Airport and will work with multiple government offices including the Ministries of Finance, Foreign Affairs, Internal Security, Defense, and the Prime Minister's Office. The contract involves significant risk, with no expectation of U.S. government-assisted evacuation, requiring contractors to take substantial security precautions and coordinate with local military and security forces. Contractors must be prepared to mobilize within 7 days of contract award and provide comprehensive documentation including employee screening, JCCS and NCAGE registrations, and SAM.gov registration.
