Addendum to 52.212-1
Instructions to Offerors - Commercial Products and Commercial Services
1. Failure to comply with the Instruction to Offerors, including failure to submit any of the Mandatory
Documentation, may result in the Quoter being determined non-compliant by the Contracting Officer and therefore ineligible for award.
2. The Quoters shall provide a quote, in English, and priced in United States (US) dollars, that shall address all that is listed in this clause. All criteria under this solicitation will be evaluated based on 52.212-2. The US Government intends to evaluate quotes and reserves the right to award a contract without discussions. However, the US
Government reserves the right to hold discussions if they are deemed necessary.
3. The Quoter shall submit a quote, in English, that consist of submission of one (1) electronic copy via email.
a. Questions arising from this RFQ must be submitted via email to the Primary Points of Contact identified below and received no later than 1300 hours CET (Central European Time) on 07 April 2025. Answers to Quoters' questions will be answered as an amendment to the solicitation.
b. Submission Due Date/Time: Quotes are required to be received by the Primary Points of Contact, identified below, no later than 1300 hours CET (Central European Time) on 10 April 2025.
Use of hyperlinks is strictly prohibited. All documentation will be provided in PDF format using International/A4 letter style.
a. Point of Contact (POC):
i. Contract Specialist (CS): SSG Ravonya Rowell by email at ravonya.l.rowell.mil@army.mil
ii. Contracting Officer (KO): Ms. Tedra Thompson by email at tedra.n.thompson.civ@us.navy.mil.
4. Quotes shall be submitted in two (2) separate Volumes identified below:
a. Volume 1 – Mandatory Documentation
b. Volume 2 – Price
5. Volume 1 – Mandatory Documentation. The below requirements for the Mandatory Documentation Volume will not be evaluated and will not receive an assessed rating; rather, the contents of the Mandatory Documents will be addressed and included within the Contracting Officer's responsibility determination. If, prior to award, the
Government has questions regarding the potential awardee's Mandatory Documentation Volume, the communications and questions are not part of discussions as defined in FAR 15.306, Exchanges with Offerors After
Receipt of Proposals. The U.S. Government requires the Quoter submit the following documentation:
a. Signed SF1449. The Quoter shall complete blocks 17(a) 30(a), 30(b), and 30(c) on the first page of the 1449.
b. The quoter shall provide proof of fluency in Somali and English. This proof must include candidate resumes that demonstrate proficiency in both languages and a clear understanding of the tax exoneration process.
c. The quoter shall provide evidence of past performance demonstrating familiarity with Somalian ministries and experience in securing tax exoneration status for US Government imports and exports. This evidence must mailto:ravonya.l.rowell.mil@army.mil mailto:tedra.n.thompson.civ@us.navy.mil
N6817125R4003 Amendment 0001 include documented experience in drafting diplomatic notes through African embassies, managing cargo clearance documentation for both air and sea shipments, and specifying average clearance times. (PWS paragraph 5.1)
d. The quoter shall provide the necessary screening criteria as follows: full name, copy of driver’s license, copy of passport, telephone number, and email address of each assigned employee to this contract. (PWS paragraph 3.3)
e. Acknowledgment of RFQ amendments, if there are any, by signing the first page of the amendment.
f. ALL Non-US Offerors shall provide proof of approved JCCS Registration. JCCS website via https://www.jccs.gov/jccscoe/ at submission of quote.
g. Proof of approved NATO Commercial and Government Entity (NCAGE) code registration process prior to contract award. NCAGE code can be obtained via https://eportal.nspa.nato.int/Codification/CageTool/home.
h. SAM.gov Registration. The Quoter shall provide proof of current and active registration in the System for
Award Management (SAM) website. At a minimum, the Quoter must provide their Unique Entity Identifier (UEI) so that the contracting office can verify the Quoter’s registration status.
i. Mobilization Schedule. This schedule must be complete and demonstrate that the Quoter is able to commence performance no more than 7 days after contract award. At a minimum, the mobilization schedule shall annotate key personnel travel. Note: Mobilization schedules which do not meet the performance period as cited in the PWS may be rejected.
Note: Offers who failure to provide the required documentation as cited in Addendum to 52.212-1 may be rejected.
6. Volume 2 – Price.
a. Quoter shall enter a 'Unit Price' and total 'Amount' for each CLIN within this RFQ by filling out the SF 1449.
b. Prices quoted shall be in United States Dollars (USD) and shall be valid for at least 90 days from the date of submission. Quotes received in other than USD shall be rejected.
