About this opportunity

The U.S. Embassy in Baku, Azerbaijan, is seeking tax calculation and advisory services for locally employed staff through Solicitation Number 19AJ2025Q0007. The contract requires a provider to perform comprehensive tax-related services for approximately 275-310 locally employed staff, including income tax withholding calculations, bi-weekly tax processing, quarterly tax reporting to Azerbaijan's Ministry of Taxation, and final tax reconciliations for separated employees. The solicitation will be evaluated based on the lowest-priced, technically acceptable offer, with the government intending to award the contract without discussions, though they reserve the right to conduct discussions if necessary. A mandatory pre-quotation conference is scheduled for May 16, 2025, at 11:00 A.M. at the U.S. Embassy in Baku, and prospective offerors must email their representative details by May 15, 2025. Quotations are due by May 26, 2025, at 18:00 Baku time and must be submitted electronically to BakuBidBox@state.gov in specific file formats not exceeding 25MB.

The contract is not set aside for any specific category of business and will have a base year with four optional extension years. The place of performance is Baku, Azerbaijan, and all offerors must be registered in the System for Award Management (SAM) prior to submission. While specific award values are not detailed in the solicitation, the contract scope suggests a multi-year engagement with a gradual decrease in staff numbers over the contract period. Interested contractors must submit several required documents, including SF-1449, pricing information, representations and certifications, and proof of SAM registration. Failure to comply with submission requirements, such as file format, size limitations, or registration status, may result in disqualification. The solicitation falls under the North American Industry Classification System (NAICS) category 541219 for Other Accounting Services and Product Service Code B547 for Special Studies/Analysis in Accounting/Financial Management.
