About this opportunity
The USDA Agricultural Research Service's National Cold Water Marine Aquaculture Center is procuring 234 custom plastic tank lid inserts designed to prevent salmon from jumping out of tanks while allowing feed to pass through unobstructed. The solicitation presents two design options: Design 1 features circular lids that are 12.5 inches tall and sit on existing fiberglass covers with a 20.25-inch diameter opening, while Design 2 specifies rectangular lids measuring 24.5 inches by 17 inches with a central opening and specific lip dimensions. Both designs must be constructed from durable ABS or HDPE plastic capable of withstanding a 3-foot drop onto concrete, while being easy to clean, washable, and safe for fish tank environments. The lids must be slightly tapered for storage stacking and include supporting flanges for proper fit. Vendors must provide shop drawings and prototypes for approval before full production, and evaluation criteria are detailed in the attached RFQ terms and conditions. The original solicitation had quotes due July 25, 2025, but an updated version extends the deadline to August 1, 2025, at 5:00 PM EST, with submissions directed to Kelly.Bero@usda.gov.
This procurement is designated as a Total Small Business set-aside under NAICS code 326199 (All Other Plastics Product Manufacturing), limiting participation to qualified small businesses. No incumbent contractors or current service providers are mentioned in the solicitation documents. While no specific budget range or award value is disclosed, the requirement for 234 lid inserts suggests a moderate-scale manufacturing contract with delivery needed as soon as possible. The place of performance is the National Cold Water Marine Aquaculture Center located at 25 Salmon Farm Road in Franklin, Maine 04634. The contract period of performance is straightforward, concluding immediately upon successful delivery of the lid inserts. This simplified acquisition follows FAR Part 12.6 and Part 13 procedures for commercial items, with shipping costs required to be included in vendor quotations.
